Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being request. This announcement is to solicit interest for the establishment of a Blanket Purchase Agreement (BPA) with multiple holders. The BPA duration will be 1-year and may be extended at 1-year increments not to exceed five (5) years. Establishment of a BPA does not imply any agreement by the Government to place future contracts or orders with the BPA holders. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The establishment of BPAs does not justify purchasing for only one source. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-29. THIS PROCUREMENT IS 100% SMALL BUSINESS SET-ASIDE AND ISSUED UNDER NAICS CODE 541191 (SIC 6541) WITH A SIZE STANDARD OF $8.5 MIL FOR A FIRM FIXED PRICE CONTRACT. Contractor shall provide all labor and material necessary to perform title services at various locations in Arkansas, Louisiana and Mississippi. This procurement may be quoted as follows: 1. Issuance of a Commitment for Title Insurance. 2. Issuance of an Interim Binder (if needed). 3. Each additional separate Chain of Title (if applicable). 4. Preparation of the Owners Title Insurance Policy. 5. Issuance of the Owners Title Insurance Policy (include a minimum charge for Owners Title Insurance Policy). Each item is to be priced separately. The US Army Corps of Engineers, Vicksburg District, Real Estate Division has several Arkansas, Louisiana and Mississippi based projects and potential large Mitigation Project in Louisiana schedule over the next several years which will require the acquisition of various estates of land. SCOPE OF WORK: Contractor shall provide all labor and material necessary to perform title services at various locations in Arkansas, Louisiana and Mississippi. The contractor shall provide one or more of the following services: The issuance of a Commitment for Title Insurance. The issuance of an Interim Binder (if needed). The preparation of an Owners Title Insurance Policy. The issuance of an Owners Title Insurance Policy (include a minimum charge for an Owners Title Insurance Policy). If the Title Company for which the contractor is affiliated adjusts its insurance scale, the Government will make adjustments accordingly. Three (3) commitments or less shall be filled not later than 14 calendar days after receipt of the order. If more than 3 commitments are ordered at one time, the contractor shall fill a minimum of two (2) orders per week after the first 3 commitment are filled until the order is completed. Delivery of Interim Binders shall be filled not later than 14 calendars days from receipt of the request. Insurance Policies shall be issued no later than thirty (30) calendar days from receipt of the order. Period of Contract: This BPA period is one (1) year from award date and up to five years. No calls will exceed the amount of $2,500.00. The aggregate amount cannot exceed $100,000.00. ALL QUOTES SHALL BE IN ACCORDANCE WITH THE SCOPE OF WORK. Responses to this announcement must include pricing information and past performance information to include at a minimum of 3 and not more than 6 past performance information contact names with addresses, phone numbers contract number, if applicable, as well as the supplies/services provided. Offeror is to furnish evidence of an agency agreement/affiliation with a national title underwriter.
