- Sources Sought: USAFA requests information for potential contractor provided services to deliver familiarization and orientation program for operation of unmanned aerial systems (UAS). Funding has been established for this program. Information is requested to determine interest, feasibility, availability and validate budget allotted for program beginning summer 09. Questions for potential offerors are located following the program overview. Replies are requested by 4:00 pm 20 Mar 2009. A Site Visit/Industry Day has been set for Wednesday 25 March 2009, specific information to follow. Goal is to provide for familiarization and orientation of operation of Class 3 (greater than 50 lbs less than 1250) unmanned aerial systems (UAS). Class 3 vehicles are necessary to model the size, scope and controls future Air Force officers will encounter in the operational environment, smaller scale UAS systems do not meet educational objectives. Program is be delivered on site at USAFA for approximately 30 cadets and faculty per session during 2 separate sessions, one in summer and the other in early fall. Contractor is to provide all necessary equipment, transportation, communications, remote computer operations, power personnel and other resources required to provide self-contained, comprehensive orientation to operation of UAS and components, such as sensors, auto-pilot and other systems involved in search and reconnaissance operations. Familiarization and demonstration must include the ability for students to participate in experiential learning in conjunction with contractor instruction in a dual-controlled instructor override environment. Contractor will be responsible for all aspects of flight safety during the orientation/demonstration program. The goal of the operational orientation and demonstration is to reinforce concepts that will be delivered by USAFA instructors in areas such as weather, planning, mission development, tactics, intelligence surveillance, reconnaissance and airmanship concepts. In addition to classroom instruction, USAFA instructors will be on site during UAS operations providing training in the field concurrently with experiential learning provided by contractor. Specifics of operation duration: Contractor service is required as follows: 12 July to 2 August: Contactor is required to operate a 10-hour flight day to permit four 2.5-hour sorties operating during daytime hours between 6am to 6 pm, daily Monday through Friday. Each student is to obtain at least 5 instructional flights of 40-minute duration during the scheduled period. A 2-day weather allowance is included in this schedule. Expected number of students is between 25 and 30. 1 September though 30 September: During the September period the contractor is required to operate 2 hours per day on alternating days (excluding weekends). Each student is to obtain at least 5 instructional flights of 40-minute duration during the scheduled month. Expected number of students is between 25 and 30. Government provided support: Latrine services, potable water, land mobile radios and field tents will be provided to support the operation. No utilities or infra-structure exists on site. Contractors may leave assets on site however no security will be provided by USAFA. Notice: The site for this service is the Aardvark location which consists of a landing strip and open-space. Airspace to be utilized is USAFA property geographically located in the Jack's Valley. USAFA will provide landing strip and work with contractor to obtain FAA certification of authorization (COA) for operations over designated area. Questions for potential offerors: 1. Do you have a Class 3 Unmanned Aerial System with dual-controlled instructor override environment that would be available by 12 July 2009 or other system that would provide instructor override during flight operation? 2. Has your proposed system been flight tested or do the specifics allow for flight at density altitude of 14,000 feet in climatic conditions associate with mountain conditions existing at USAFA? 3. Has your system obtained an FAA experimental certification or are you currently operating under an existing certificate of operation (COA)? 4. Has your company (either directly or with partners) ever supported a demonstration orientation program of this nature? 5. Are there civilian entities that operate your system? 6. If you company has provided a program of this nature, do you have an existing flight training syllabus that could be used to meet the program objectives or can you develop a training syllabus for flight operations by 12 July 2009? 7. In order to provide this program would you need to leave assets at USAFA? 8. Please provide an estimate of anticipated cost for both sessions as defined. 9. Please provide any market literature available regarding your Class 3 system and/or orientation/demonstration program. 10.
