Description
The Government is requesting information from Service Disabled Veteran Owned Small Businesses interested in providing Facilities Coordinator support to the Army Field Support Brigades (AFSBs). The Facilities Coordinators will provide on-site support to the Army Field Support Brigades (404th, 406th, and 407th AFSBs) within the continental United States (CONUS) and the Army Sustainment Command (ASC) G4 office in support of all facilities requirements/support needed by the AFSBs, their subordinate units, ASC, and Army Materiel Command (AMC). Performance under the contract will be based at the following locations: Ft. Lewis, WA; Ft. Hood, TX; Ft. Bragg, NC; and ASC HQ, Rock Island, IL. Responsibilities: * Assess facilities engineering requirements of AFSBs, ASC, and AMC organizations at various military installations, taking into consideration the local environment, the local Directorates of Public Works (DPWs) rules/guidance/limitations, costs, utilities availability, space/access issues, etc. (may include organizations under Operational Control (OPCON) to AMC, i.e., Directorates of Logistics (DOLs). * Plan and coordinate facility engineering projects in support of AFSB, ASC and AMC organizations (may include organizations OPCON to AMC, i.e DOLs). * Coordinate with DPWs, Garrison officials, Installation Management Command (IMCOM), Corps of Engineers, Army units, contractors, and other agencies as necessary in order to plan and coordinate facilities projects for the AFSBs, ASC, and AMC. * Assess the AFSBs, ASC, and AMCs stationing requirements personnel, office space/equipment requirements, parking, maintenance, storage, accessibility, expansion and facility disposal. * Develop and propose facility alternatives in terms of time, cost, utility, etc., (build/lease/renovate/locations, etc). * Develop facilities engineering projects, prepare Scopes of Work (SOWs), develop and conduct technical reviews of designs, specifications, and cost estimates. * Maintain/revise the Facility Master Plan (FMP) taking into account administrative, storage, and maintenance spaces for AFSB, ASC, and AMC organizations: * Complete/finalize FMP installation assessments and update (Annually) * Update recommendations/courses of action (Quarterly) * Update Project Priority Lists for minor and major construction requirements (Monthly) * Update FMP appendices (Quarterly) * Develop and propose related costs to execute the FMP, including travel, briefings, support of facility standup, associated projects, etc. * Develop Plan of Action (POA) with execution timeframes and work-a-rounds. * Develop executive level briefings to update Army leadership. Basic Qualifications : * Degreed engineers (Civil, Mechanical, Electrical) with at least five years of experience in Facility Engineering to include developing facility engineering projects/alternative solutions, developing/reviewing design specifications and SOWs, preparing cost estimates, reviewing/validating cost proposals, and developing appropriate work classification for components of each project. * Facility Technicians with experience working with Facility Engineers helping to develop projects, designs/specifications, SOWs, cost estimates, etc. * Engineers and Technicians must have familiarity with facility planning for administrative, storage, and maintenance spaces. Understanding of Army installation management procedures. * Engineers and Technicians must travel to various Army installations (approximately one total trip per month) in support of the tasks in the scope of work. Make travel arrangements, have a valid drivers license and credit card, etc. * Engineers and Technicians must be proficient in Microsoft Office suite (Excel, Word, and Power point). * Engineers and Technicians must be proficient in writing and speaking English. * Engineers and Technicians must be capable of developing high quality executive level briefings to update Army Leadership. * Engineers and Technicians will be required to work outdoors in inclement weather conditions when necessary. Work may require climbing ladders and working in confined spaces. * Engineers and Technicians must have and maintain a Secret security clearance for the duration of the contract period. * The Engineers and Technicians will be required to obtain a Common Access Card (CAC). The NAICS code for this announcement is 541330, Engineering Services, with a small business size standard of $27M. This announcement is in support of Market Research performed by the United States Army Contracting Command Rock Island Center to determine Service Disabled Veteran Owned Small Business interest in a long-term, potential five-year services contract for the ASC Facilities Coordinators. INSTRUCTIONS TO INTERESTED PARTIES: Request that all interested offerors provide a statement of capabilities not to exceed ten (10) pages that details their previous work experience in the identified areas of expertise and any specialized experience with the responsibilities identified. Work performed within the past three years is considered relevant experience for purposes of this sources sought announcement response. Please include in your capability statement, your firms business size and identify any potential joint venture/team partners.
