- This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. The announcement constitutes the only solicitation: quotes are being requested. This announcement and solicitation Q4320090203 is issued as a Request for Quotes (RFQ) and will be awarded as a firm fixed price Order for commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 113310; the size standard is 500 (number of employees). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This contract will be subject to The Service Contract Act of 1965 as amended. U.S.Dept. of Labor wage determinations 2005-0096 (NJ) and No. 1981-0682 (PA) will be used. The solicitation items are as follows: Delaware Water Gap National Recreation Area is seeking to mechanically reduce live organic fuels in two areas along the park boundary: a. approx. 27 acres along Egypt Mills boundary area, Pike County, Pennsylvania; and,b. approx. 5 acres along Mt. Minsi repeater boundary area, Warren County, New Jersey. General Statement of Work Furnish all labor and equipment to thin and chip thick vegetation, and to thin and limb tree stands. The predominant species are eastern white pine, oaks, maples, autumn olive, eastern hemlock, eastern red cedar. All of the brush within 100 feet of the park boundary is to be cut, chipped, mowed, and/or scattered in the area. The boundary of the area to be treated will be flagged by the NPS (flagging color to be determined). Remaining stumps are to be cut flush with the ground. The COTR may direct the contractor to cut and chip other vegetation as deemed necessary. All trees, with the exception of eastern hemlock, less than 5 inches DBH within 100 feet of the park boundary will be felled. All felled trees will be limbed. All limbs generated on the project will be chipped and chips scattered in the area. Tree trunks and other materials generated on the project will be bucked into approximately 10 foot sections or less and scattered so as to be in contact with the ground if not chipped. The COR may direct which trees to leave or fall. All trees greater than 5 inches DBH will be limbed to not less than approximately 6 feet above ground and any dead limbs, 1 inch or greater in diameter at the point of attachment to the trunk, will be removed. Any trees that are already on the ground not as a result of the contractor's operation are to be limbed, bucked, and/or chipped. Tree trunks and other materials greater than 6 inches in diameter will be bucked into approximately 10 foot sections or less and scattered so as to be in contact with the ground if not chipped. Access to the trees is limited by rough terrain, dense vegetation, and lack of access points. Dragging of limb parts to a chipper may be necessary. Vehicle and equipment access within and around the stand will be as approved by the COR. No work will be done within 50 feet of a lake, pond, or wetland unless otherwise directed by the COR. These areas have been identified on the attached map and may be flagged by the NPS (flagging color to be determined). AUTHORITY: All work performed on this project shall conform to professional arborist standards. FIELD VERIFICATION: The Contractor is responsible for field checking site conditions prior to submitting a bid. Failure of the contractor to inspect the site will not constitute grounds for withdrawal of a bid or of a claim after the award of the contract. PUBLIC ACCESS: During the work period of this contract the National Park Service may close to public use (hiking, hunting, etc.) the project area until work is completed. The work area may be opened to the public during non-work days as determined by the NPS. A map identifying the limits of the property shall be provided at the pre-work meeting. The trees to be felled and vegetation to be cleared are adjacent to private property. The contractor will take appropriate measures to ensure that trees are not felled in the direction of the private property. If, for safety reasons or inadvertently, a tree is felled onto private property, the contractor will clear the debris from the private property. Any other vegetative debris generated by this project on private property will be cleared by the contractor. WEATHER CONDITIONS: There shall be no tree falling on this project during high wind conditions (winds at or in excess of 15 mph) or during storms with lightning in the immediate area. DELIVERY AND WORKING HOURS: The delivery period for this contract shall be 30 calendar days. The Contractor shall work during daylight hours only. No work shall be allowed on weekends or holidays accept for the servicing of equipment. COMMENCEMENT: Work shall commence within ten (10) days of the Notice to proceed, unless otherwise instructed. POLLUTION, EROSION AND SEDIMENTATION CONTROL: The contractor shall be responsible for the immediate clean up of any spilled fuel, hydraulic oil, or any other substances considered hazardous. All ground disturbances shall be returned to natural conditions or covered with woods chips upon completion of work. In the event that Erosion and Sedimentation Controls (E&S) are needed to prevent the loss of top soils or to protect water sources in the area from sedimentation, the COTR shall direct the contractor to install such controls. No burning of brush piles, debris, or trash is permitted. STAGING AREA: The Contractor may maintain a staging area in the project area as sections are cleared pending notification and approval by the COTR. The security of any equipment at any staging area shall be the responsibility of the contractor. SAFETY: Safety is of highest concern to the Park. Work will be stopped if an unsafe action is noted. At no time shall the contractor operate equipment in an illegal or unsafe manner. The Contractor shall be responsible for all employee safety on the work site. The Contractor shall provide and insure the use of all required personal protective gear such as hard hats, gloves, chaps, ropes, eye protection, hearing protection, harnesses, etc. All gasoline and diesel powered trucks, skidders, and chainsaws shall be equipped with spark arresters. All operations shall comply with applicable OSHA regulations and industry standards. A site specific safety plan is required of the awardee. INJURIES/ACCIDENTS: The Contractor shall report all serious injuries (those requiring medical attention) or fatalities that occur on the work site to the COTR as soon as possible. The contractor shall report all injuries to the public or damage to private property to the COTR as soon as possible. PREWORK MEETING: Prior to commencement of work, a pre-work meeting shall be held, if necessary, with the Contractor, Contracting Officer, the Contracting Officer's Representative, and members of the Delaware Water Gap staff. The time and place of this meeting shall be determined after award of the contract. The REQUIRED EQUIPMENT for this project shall include but not be limited to the following: Saws appropriate for the cutting of trees with diameters of 3 inches up to 50 inches; Chipper(s) towed or self-propelled, capable of chipping wood products up to 6 inches in diameter. Self propelled equipment shall be a low ground pressure design. All equipment shall conform to industry safety standards with, but not limited to, appropriate guards and emergency shut off systems. EXECUTION Felling of Trees: Trees are to be felled in such a manner as to minimize damage to leave trees and to leave a stump no higher than 4 inches above ground level. All trees damaged (skinned trunks) during operations shall be felled and chipped to standards in 2.1b above or as directed by the COR. Limbing of Felled Trees: All felled trees are to be limbed. Cutting of Felled Trees: After limbing for section 4.2 above the remaining tree trunks are to be cut to lengths of approximately 10 feet or less and spread out so that the trunks are in contact with the ground unless chipped. Chipping Material: All generated material with a diameter of less that 6 inches in diameter will be chipped. Generated material with a diameter greater than 6 inches in diameter may be chipped if the contractor wishes. All chips are to be broadcast over the immediate area to a depth of 12 inches or less. Chips are not to be left in piles or placed in water courses or ponds. Salvageable/Marketable Wood: All salvageable or marketable wood is the property of the United States and will be left on the property except as authorized by contract. Ground Disturbance: All ground disturbances are to be returned to previous condition i.e. rake dirt back into tire ruts, etc. All signs of entrance to the site off roads or trails shall be obliterated or blocked with logs. Trash and Garbage: All trash and garbage brought by the contractor (empty containers, bottles, wrappers, empty packages, etc.) is the responsibility of the Contractor and must be removed from the project area before the end of the delivery period. No trash may be buried on the site. Completion of Work: Upon completion of this contract the contractor shall remove all equipment, tools, etc. and shall leave the premises clean, neat, and in good condition. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical capability standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such actions is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. At 10:00 am EST interested vendors will meet at the Pennsylvania Welcome Center parking lot located off of PA State Route 611 and near Interstate 80 and the Borough of Delaware Water Gap for a visit of the Mount Minsi site. At 2:00 pm EST interested vendors will meet at the NPS South Contact Station parking lot located on U.S. Highway 209 just North of Fernwood, Pennsylvania to visit the Egypt Mills site.
