INTERNAL REVENUE SERVICE EXPLOSIVE DETECTION DOG TEAM SERVICES SOURCES SOUGHT NOTICE THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The purpose of this notice is to gain knowledge of either potential qualified and certified 8(a) or Small Disadvantaged Veteran Owned (SDVOSB) firms capable of providing trained and certified Explosive Detection Dog Team (EDDT) services nationwide under North American Industry Classification System (NAICS) code 561612 for security guards and patrol services contractors. The small business size standard is $18.5M. A review of the responses to this sources sought announcement will assist the Government in determining if competition should be restricted to 8(a) and SDVOSB only or set aside for other small business concerns. This may result in a solicitation based on the type of responses we receive. The Internal Revenue Service (IRS) has a need for Explosive Detection Dog Team Services to be performed geographically throughout the United States. There are currently 14 territories in the following areas: [Area 1 - Andover, Atlanta, Brookhaven, Covington, Memphis, Philadelphia,] [Area 2 - Austin, Detroit, Fresno, Kansas City, Oakland, Ogden] and [Area 3 - Martinsburg, Maryland & Metro DC], A Firm Fixed Price, FFP, Indefinite Delivery Indefinite Quantity, IDIQ contract with a base year and four one year option periods is anticipated. Interested parties should submit a capabilities statement in response to this Sources Sought announcement. The capabilities statement should be tailored to address the following minimum Qualification Criteria: 1) Have demonstrated experience of being able to provide EDDT services in excess of $4.5M per year in contracts (corporate or government) for the last three years and been performed under the firms’ name. 2) Have successfully provided services and are licensed in at least four of the following geographic locations: [Area 1 - Andover, Atlanta, Brookhaven, Covington, Memphis, Philadelphia,] [Area 2 - Austin, Detroit, Fresno, Kansas City, Oakland, Ogden,] and [Area 3 - Martinsburg, Maryland & Metro DC.] Copies of Licenses must be provided within your statement. The statement should also include information on corporate experience on programs of similar size and scope. The response should include past performance information including (1) Contract Name; (2) Point of Contact (POC); (3) Phone Number; (4) email address; and, (5) Description of Service provided. The response should address basic corporate information including annual gross revenue, number of employee in the company, number of years in the business, and the primary focus of the business associated NAICS code(s). The cover letter submitted in response to this request include the following information: (1) Company Name; (2) Primary Point of Contact; (3) Address; (4) Telephone Number; (5) Fax Number; (6) E-mail address for POC. The cover letter should include socioeconomic status of the company as one or more of the following (1) 8(a) business; or (2) service-disabled veteran-owned small business. Please Note: This sources sought notice is not a Request for Proposal (RFP). This sources sought notice is not to be construed as a commitment by the Government to issue a solicitation, to ultimately award a contract, or to otherwise pay for the information solicited herein. Response to this request will not serve as a proposal, bid, or offer, and will not be used by the Government to form a binding contract. Interested parties shall respond with one hard copy of their capabilities statement by mail or electronically via electronic mail, NO FAXES.
