CANCELLATION NOTICE: Bids are being solicited under solicitation number 00HCUCJE-2009-66658. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation is issued as an invitation for bids (IFB), unless otherwise indicated herein. If your company can provide the product/services listed on the solicitation and comply with all of the solicitation instructions, please respond to this notice. To view the specifications, please go to www.FedBid.com and reference Buy No. 113287. Sources Sought: Sellers bidding on this opportunity MUST have the items requested on the specified contract. The contract must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's contract. Sellers may offer Open Market items only in accordance with the approved Terms and Conditions of their respective contract AND approval from the soliciting contracting officer. This requirement is a [ Small Business ] set-aside and only qualified sellers may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2009-04-06 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Atlanta, GA 30341 The Centers for Disease Control & Prevention requires the following items, Purchase Description Determined by Line Item, to the following: LI 001, Refer to attached Statement of Work (SOW), 1, JOB; For this solicitation, Centers for Disease Control & Prevention intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Centers for Disease Control & Prevention is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Sellers that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Sellers may not artificially manipulate the price of a transaction on www.FedBid.com by any means. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. Offeror must be registered in the Central Contractor Registration (CCR) database before an award can be made to them. If the offeror is not registered in the CCR, it may do so through the CCR website at http://www.ccr.gov. Deliverable(s) shall be determined after award of purchase order. The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Anderson Consulting Services, Decatur, GA. A purchase order will be issued for the services of a Statistician/Behavioral Scientist to provide consultation and technical support to the Womens Health and Fertility Branch (WHFB) on issues related to the design, conduct, and statistical analysis for assisted reproductive technology (ART) health research, with specific focus on data from national level surveys and national surveillance systems. This acquisition is being procured applying simplified acquisition procedures in accordance with FAR Part 13. The authority for this sole-source acquisition is FAR 13.106-1(b). Anderson Consulting is the only available source with the required expertise to perform the service required under this purchase. Justification for other than full and open competition is considered in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirement. This is a follow on of work already completed. A competitive procurement would incur a substantial duplication of cost to the Government that is not expected to be recovered through competition. This synopsis is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 4:00 PM Eastern Standard Time, on March 27, 2009, or within 15 days of the publication date of this synopsis. Determination by the U.S. Government not to compete this proposed action based on responses to this notice is solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of prepared responses.
