Description
The Transportation Security Administration (TSA) intends to issue a solicitation for system and technical support for its Performance Accountability and Standards System (PASS). TSA is required by the Aviation Transportation Security Act, Public Law 107-71 (ATSA) to conduct an Annual Proficiency Review (APR) of all Transportation Security Officers. The specific requirements are: “The Under Secretary shall provide that an annual evaluation of each individual who is assigned screening duties is conducted and documented. An individual employed as a security Screener may not continue to be employed in that capacity unless the evaluation demonstrates that the individual: A. Continues to meet all qualifications and standards required to perform a screening function; B. Has a satisfactory record of performance and attention to duty based on the standards and requirements in the security program; and C. Demonstrates the current knowledge and skills necessary to courteously, vigilantly, and effectively perform screening functions.” The Performance Accountability and Standards System (PASS) is the program by which TSA complies with ATSA. TSA intends to issue a solicitation for system and overall support for the PASS program. This requirement involves developing an end-to-end, pay-for-performance Performance Management Program (PMP), to include all complementary infrastructure and logistical support services, to ensure TSA’s approximately 45,000 Transportation Security Officers and Transportation Security Managers complete their legislatively required APR. The system component (currently called PASS Online) includes: o Providing Program Management and status reporting to support PMP fiscal year objectives. o Recording performance certification results within a PMP Database. o Developing and maintaining interfaces required to upload evaluation data from and to TSA internal and other Contractor external systems. o Creating a Scoring Logic application for calculating the final rating of TSA workforce with input from the PMP Database and Online Learning Center (OLC). o Creating, updating, and maintaining the PMP Online system as a web-based application to present and report on data from the PMP Database. o Providing standard and ad-hoc reporting functionality for Program Office and airports. o Providing a Help Desk for system-related technical support and “first-response” programmatic support to employees, supervisors, managers, rating officials, and system administrators. o Providing Independent Verification and Validation (IV&V) of the evaluation process at the airports. The Overall Support services to support the PMP include: o Providing Program Management and reporting to support the PMP objectives. o Providing general performance management training to TSA field representatives and airport management. o Developing employee and rating official training curriculum for packaging and deployment on TSA’s online learning platform. o Developing PMP scenario-based evaluator train-the-trainer certification and evaluation. o Developing annual performance evaluation certification and training curriculum development, packaging, and delivery for train-the-trainer evaluators. o Packaging evaluation certification and training curriculum development for train-the-trainer delivery at the airport level. o Developing PMP Evaluation Tools: o Creating assessment and evaluation tools to support proficiency testing for TSA positions covered under PMP. o Maintaining all assessment and evaluation tools (e.g., scenario-based checklists). o Piloting PMP assessments to designated airports prior to full scale roll out. o Providing Logistical Support: o Coordinating and distributing Government Furnished Equipment to airports. o Maintaining all scenario-based checklists. o Maintaining the scenario-based checklist evaluation master schedule o Maintaining, replenishing, and replacing scenario Test Kits (i.e., evaluation props to conduct assessments). o Supporting the scenario-based evaluation process. o Providing IV&V of the scenario-based evaluation process: o Supporting TSA’s quality control evaluations of the annual PMP and infrastructure support services via on-site airport visits. The applicable NAICS code is 541511 and the business size standard is $25.0 million. This acquisition will be solicited as an 8a competitive. A formal Request for Proposal (RFP) will be issued on or about 1 April 2009 via Federal Business Opportunities (FBO) at http://www.fbo.gov. Paper copies of the solicitation will not be mailed. Prospective offerors are responsible for checking FBO to obtain the solicitation and any amendments or other information pertaining to the solicitation. The period of performance is estimated to be sixty months. There will be a 4 month transition period with one base period consisting of 8 months and four-12 month option periods. This is a Presolicitation Notice and does not commit the Government to award of any contract under the above listed terms. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment.
