Description
In support of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS) the Northwest Regional Maintenance Center, Industry Management Department (NWRMC) is opening rolling admissions to the current Multiple Award Contracts (MAC) previously solicited on N4523A-07-R-0002. There are eight current MAC holders. Existing MAC holders need not propose again. The purpose of this rolling admission is to allow qualified small business contractors to apply for a basic contract. This rolling admission may result in the award of additional firm fixed price, Indefinite-Delivery/Indefinite-Quantity, Multiple Award prime contracts for ship repair and maintenance. The requirement is for a base year and two option years. This effort supports PSNS Depot-Level Maintenance and Repair requirements for waterborne vessels, surface ships, and submarines during the following availabilities: Maintenance and Repair, Selected Restricted (RAVs), Phased Maintenance (PMAs), Restr! icted (RAVs), Technical (TAVs), and Emergent Non-Scheduled repairs and alterations. Additionally work includes Level of Effort (LOE) support with fully qualified journeyman level (marine) trades including but not limited to shipfitter, welder, painter, blaster, rigger, shipwright scaffold builder, and shipwright carpenter. Geographic locations include Bremerton, Keyport, Bangor, and Everett, Washington. The Government will provide the following facilities (unless otherwise specified in each delivery order) PSNS piers, dry docks, and/or Naval Station piers at Bremerton and Everett. This acquisition is conducted in accordance with the Small Business Competitiveness Demonstration Program. The Navy Homeport Policy applies to this acquisition. This solicitation is 100% set-aside for small business, NAICS 336611, size 1000 employees. Sources are required to hold, or are qualified for and willing to enter into, an Agreement for Boat Repair and/or Master Ship Repair Agreeme! nt (ABR/MSRA) as prescribed in DFARS Part 217.7100. Firms who do not possess either an ABR and/or MSRA are ineligible for award unless adequate time exists to permit an assessment of the ABR and/or MSRA application and to execute the agreement(s) without impacting the award date. Any firm that does not possess an MSRA and/or ABR at time of contract award will not be considered for award. All responsible sources may submit a proposal which shall be considered by NWRMC. Copies of MIL/FED specs, QPL, may be obtained from the ASSIST database on the Internet at http://assist.daps.dla.mil/online/start/. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil.
