- Description
- The Naval Air Systems Command intends to competitively procure the Avionics Upgrade for the A/A42R-1 Air Refueling Store (ARS), used by the US Navy. This procurement shall be conducted using full and open competition. The solicitation has been posted on the NAVAIR homepage at http://www.navair.navy.mil. Select “Doing Business with Us” and “Open Solicitations”. Look for amendments on the web page. Hard copies of the solicitation and amendments will NOT be mailed to the contractors. The government will not accept email or fascimilie proposals. The point of contact for this effort is: Ms. Angela Wilcox, Contract Specialist, Phone: (732) 664-7713, E-mail: Angela.Wilcox@navy.mil. NOTE: This full and open competition will be conducted using the BEST VALUE Source Selection approach to select the most advantageous offer based on both non-price and price factors. The Government anticipates evaluating the offers based on technical factors, past performance, and price related factors. The Government anticipates this solicitation to result in a single award of a firm fixed price contract in approximately September 2009 with a base period and four(4) option periods. Except as noted here, the Government will only release the solicitation/RFP, including any subsequent amendments, over the Internet. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies will be mailed. Any amendment issued will be posted to the same website. After the solicitation release, vendors should regularly access the website to ensure they have all amendments. Failure to obtain any posted amendments and to respond to each of them prior to the date and time set for receipt of offers may render your offer nonresponsive. Proposals shall be submitted by 3:00 PM Eastern Standard Time (EST) on 23 April 2009. See above for information concerning release of technical data. Attachment Numbers (1) through (7) and associated Appendices associated with the solicitation will NOT be posted with the RFP and must be obtained through this contracting office. Registration in the DoD Central Contractor Registration (CCR) database will be a prerequisite for receiving an award. The Government is not obligated to and will not pay for any information on the CCR, refer to the CCR website at http://www.ccr.gov/index.cfm.
