Description
Question: How can we obtain a copy of the GBAD Initial Capabilities Document (ICD) to ensure our responses are consistent with the documented functional objectives and desirable system characteristics? Answer: The ICD is classified and will not be released in conjunction with this Request For Information (RFI). The non-classified concepts contained in the ICD that are pertinent are listed in the RFI. Additionally, the draft ICD is being staffed for approval at the Marine Requirements Oversight Counsel level. Question: For the purposes of this RFI, what is the definition of Low Observable/Low Radar Cross Section threats? Answer: In order to allow for the widest distribution of responses, vendors are allowed to define this term in accordance with their own definition. Question: Please clarify the desired response date. Answer: Responses received by 18 March 2009 will be accepted. Question: What is the provision for submission of classified content for this RFI response? Non-classified responses are preferred, although it is understood that the government may have follow-up questions that require a classified response. If a vendor has classified materials to submit in the initial response to this RFI, it must arrive at Marine Corps Systems Command during normal business hours-- 7AM - 3PM, Monday - Friday. Classified information should be submitted in accordance with NISPOM transmission regulations. The address for classified materials is as follows: CommanderMARCORSYSCOMAttention: CMCC2200 Lester StQuantico, VA 22134-6050 Request: I would like to be able to have a "Discovery Session" with you and your Engineering/Program Staff. Response: We have determined that discovery sessions are not required prior to submission of RFI responses. Question: What is the estimated procurement quantity? Answer: The decision and scope of any procurement relating to this RFI will not be finalized until after completion of the AOA. If a material solution is identified to address the ICD, the following information would be used to determine a procurement quantity. There are a total of two LAAD Battalions; there are 60, 2-man teams in each battalion for a total of 120, 2-man teams for the entire GBAD community. Based on identified capabilities, it is unknown whether or not the LAAD Battalions will go to 3 man teams vice 2 man teams. This would then make a total of 80 teams for the entire GBAD community; 40 teams per battalion. It may be possible that given this information, 80-120 systems may be required in the future. The fielding strategy is undetermined at this time. Options would be to put a new system on existing A-MANPADS vehicles or to field a complete new system intact. The AOA being developed will provide the information needed to complete a fielding strategy. Question: What is the estimated procurement time line? Answer: Since the ICD is still in draft form and the AOA is being developed, an estimated procurement timeline is not finalized. Question: Is there an estimate for when either an Industry Day or RFP might be issued? Answer: If and when this is planned is based upon the outcome of the AOA. Question: Has the GBAD Initial Capabilities Document (ICD) been approved by the JROC? If not, when will the JROC review occur? If so, when is the expected Materiel Development Decision? Answer: JROC approval is not anticipated as this is an ACAT III Program. The draft ICD has been endorsed by the CDIB and is being staffed to the MROC for approval. Question: Since the GBAD ICD was not released to RFI Respondents, will the USMC release the operational view (OV) products that are contained in the ICD that will help respondents better understand concept of operations for this warfighting capability? If so, can these OV products be delivered with the answers to the questions on 11 March 2009? Answer: Unfortunately, we are unable to provide the OV because the ICD is still in staffing.
