Description
The original special notice is revised to read as follows and includes a new response date of March 24, 2009. This is a notice of intent to award a sole source contract using Federal Acquisition Regulation FAR Part 6.302-1, for other than full and open competition. Under the authority of FAR 6.302-1 only one source and no other will satisfy the agency requirement. The Government intends to award a sole source contract to Motorola, Inc., 7031 Columbia Gateway Dr, 3 rd Fl.,Columbia, MO 21046-2583. This procurement is for two-way radio equipment for three federally owned buildings. Locations: 1) Alfonse D'Amato Courthouse, Central Islip, NY; 2) Joseph Addabbo, FOB, Jamaica, NY; 3) IRS Call Center, Holtsville, NY. The contractor must provide parts and installation for each location. Motorola is an Industry Leader in Communications Systems. GSA currently utilizes a Motorola radio system at 170 Federal Plaza in Central Islip New York. At this location, there exists a Single Site Astro 25 System. Astro is Motorola's trade name for its proprietary digital radio communications technology platform which addresses the APCO 25 public safety industry standards. These standards were developed by APCO. APCO (which is an acronym for Association of Public Safety Communications Officers) is an independent committee comprised of Police and Public Safety agencies across the United States. Project 25 is the specific standard developed by APCO to address spectrum efficiency, digital migration path and encryption in the Public Safety market. This standard has come to be known within the industry as APCO 25. The Federal Government has adopted this APCO 25 Standard and has become a requirement for DHS, FPS and other agencies as a result of the post 911 security standards. At the bottom of this notice, you will find an outline which has been copied and pasted off the APCO Web site. It outlines the APCO 25 Standard. At the time of purchase of the radio system at 170 Federal Plaza, this site was designed as the first phase for a Multi Site Astro Simulcast System that would cover GSA's area of operation and comply with DHS and FPS APCO 25 requirements. The current project is to add two additional sites and integrate these sites with the existing equipment to create an ASTRO 25 Simulcast System. The additional equipment must be compatible with the existing Motorola ASTRO 25 Simulcast equipment to allow for a seamless integration. Motorola is the only manufacturer that can provide the equipment necessary to migrate the existing equipment into an ASTRO Simulcast System. At times, Motorola utilizes Independent Resellers to distribute their product. Motorola reserves the right determine the distribution method on all opportunities. Motorola is the only company that has knowledge of the current system which has been specifically designed and engineered for GSA with its prime site located at 170 Federal Plaza in Central Islip. PROJECT 25 (P25) STANDARDS FOR PUBLIC SAFETY DIGITAL RADIO o User-Defined Standards o Proven Interoperability Graceful and Transparent Migration Path from Analog FM to Digital. Greater Spectrum Efficiency Systems can be scaled to meet the needs the Smallest of Systems to the Largest of Systems. Significantly Enhanced Encrypted Audio Quality Standardized Platforms Improved Competition in the Marketplace Equivalent RF coverage to Analog FM. Strong Technology Migration Path from the Past to the Future User Driven Standards Process Cooperative Effort and Real Public Private Partnership between the Industry that Builds the Products and the Consumers that use them. Contractors that believe they can meet these requirements may provide a detailed capability statement explaining how they would be able to comply with the requirements and technical standards described above.
