- The U.S. Army Contracting Command, Joint Munitions and Lethality ContractingCenter, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources to manufacture and deliver Spheroidal propellant WC 864 Ball Powder in accordance with ARDEC drawing 12630729. The anticipated effort would cover one (1) base year of propellant ranging from approximately 50,100 to 90,000 pounds with a potential for four (4) additional option years ranging from 49,000 to 100,000 pounds per option year. This effort would be in support of MACS (Modular Artillery Charge System) LAP (Load, Assemble, and Pack) operations. The 155mm M231/M232 series propelling charges, know as MACS, consist of two (2) different propelling charges designed and developed at Picatinny Arsenal, that provide a complete zoning solution for 155mm Artillery applications by using multiples of a basic increment. The M231 charges are used at lower zones (Zones 1 & 2), while M232 series charges are used at progressively higher zones as required. The MACS and their components are on the Militarily Critical Technologies List (MCTL), Aug. 1996. Therefore, the MACS TDP is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751, ET SEQ) and is subject to DoD Directives 5230.24 and 5230.25. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Interested parties are requested to provide information regarding relevant capabilities and manufacturing experience, including a brief summary of their companys capabilities in manufacturing and testing. All responding sources should submit their responses no later than 10 April, 2009 to U.S. Army Attn: Mr. Matthew Guilday, Contract Specialist, Picatinny Arsenal, NJ 07806-5000.
