- The National Institutes of Health, Clinical Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small businesses capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. The National Institutes of Health, Warren Grant Magnuson Center (Clinical Center), Department of Applied Biomechanics Section in the Rehabilitation Department has a requirement for an experienced engineering researcher in the arena of rehabilitation robotics. The researcher must be of a doctorate level engineer with expertise in robotic design, development and testing applicable to persons with physical disabilities. The researcher must demonstrate the ability to operate resources available including but not limited to access state of art Science Motion Capture Lab (with a 4-force plate, 6-camera VICON system, and instrumented treadmill, Motion Lab Systems EMG, a Biodex System 3 Isokinetic Dynamometer, a Phillips IU-22 ultra sound and in addition to other various technologies available within the Clinical Center. Services will be performed in the Rehabilitation Medicine Department (RMD) and Applied Biomechanics Section at the Clinical Center in Bethesda, Maryland. Research responsibilities include: the directed development of innovative research devices, the creative application of these tools to critical research questions and assistance in training both clinical and engineering-based researchers. Specific Tasks: 1. Develop and implement new research projects related to engineering and/ or robotic applications for advancing rehabilitation research as required. •Provide content expertise in the design, development and testing of robotic devices for establishment of or use in research protocols •Follow established NIH CC procedures to obtain necessary IRB and/or Office of Human Subjects Research approvals •Prepare research protocols according to NIH CC guidelines and follow procedures for obtaining internal departmental and CC protocol clearance •Implement and complete proposed projects •Present and publish results in peer-reviewed scientific venues 2. Collaborate or consult with other investigators and staff in the Section, the Department, the Clinical Center and other NIH institutes and centers to advance research in the area of rehabilitation robotics within the NIH •Be available or arrange for meetings with the other members of the scientific team •Contribute knowledge and expertise as requested to advance the development and implementation of NIH intramural research protocols 3. Assist with the training mission of the Section and Department by: • Giving lectures or seminars as requested on robotic and engineering topics as requested including but not limited to Grand Rounds and Brown Bag sessions participating in weekly scientific section meetings • Working with trainees from the level of undergraduate students to post-doctoral fellows as requested • Working with staff and visiting scientists to train them as requested in research techniques or applications. One or more deliverable items shall be required for each task order. Deliverables may include: 1) Completion of a research proposal or protocol draft, with associated documentation of necessary approvals where appropriate, for review by the Government. 2) Presentation of research results in the form of a device, research report, manuscript, abstract, poster or presentation 3) Documentation of training in accordance with section and NIH policies Other requirements include contributing to the writing of scientific manuscripts, abstract submissions, and free paper and poster presentation at scientific meetings and conferences that result from research projects that this individual participates in. Knowledge of and adherence to the ethical guidelines and regulatory requirements for research involving human subjects is a necessary component of the required services as well as the provision of authoritative technical assistance, instruction, and consultation to department staff and trainees in areas of substantive expertise. To respond to this source sought/market survey notice, and to demonstrate capability of performing services outlined above, vendor must provide information that documents and provides evidence: •That they have a PhD in engineering or a related specialty •They posses expertise in robotics that may include relevant work experience and/or mentored or independent research and development experience •Evidence of education and experience using computer programming software applications such as MATLAB, Lab view or other similar applications •Evidence of experience in research survey development and qualitative interviewing t echniques •Evidence of experience in designing and implementing research studies with participation on a research team as a member and preferably as a project leader. •Experience preparing research proposals, technical reports, and scientific publications including a publication record relevant to disability programs, and/or health services. •Experience in rehabilitation applications and a summary description of scientific publications and presentations made that are relevant to the type of services described above This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government’s use of the information.
