- CATS Functional Requirements Document (FRD) CATS Statement of Objectives (SOO) CATS Request for Proposal (RFP) The Office of the Comptroller of the Currency (OCC) intends to release a solicitation for the acquisition of a Central Application Tracking System (CATS) during the week of March 9, 2009. The OCC expects the offeror to provide the following services: offeror shall provide, as ordered, the full range of information technology services required to implement the end-to-end solution for CATS as described in the Functional Requirements Document (FRD). This includes such activities as project management, requirements validation, system design, product configuration or development, to-be business processes development, interface development, training, testing, and deployment (collectively referred to as the CATS project). In accordance with the offeror’s Performance Work Statement (PWS), the offeror shall furnish the necessary personnel, materials, application software development / maintenance, facilities and related services required to meet or exceed CATS project objectives. This effort requires the offeror to provide: •Services •Software Licenses (to be purchased at the option of the OCC) •Hardware (to be purchased at the option of the OCC) A Cost Plus Fixed Fee contract award is contemplated. The period of performance will be negotiated with the vendor whose proposal proves the best solution with the greatest value to the OCC. This procurement will be conducted as a full and open competition in accordance with the policies under FAR Part 12, Acquisition of Commercial Items in conjunction with the policies and procedures in FAR Part 15, Contracting by Negotiation. This is not a set-aside procurement (Unrestricted Solicitation). NAICS: 541519 Size Standard: $25 Mil Instructions: Interested parties will be giving an opportunity to participate in a two-hour one-on-one meeting with OCC technical evaluation members that will be held during the week of 23 March 2009.
