Description
Under the authority of FAR 13.5, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Natick Soldier Research, Development, and Engineering Center (NSRDEC), intends to negotiate and award a contract on a sole source basis with Product Development and Analysis LLC (PDA), of 4310 Castle Rock Circle, Aurora, IL, 60504, to provide 1,188 airflow restrictors. These airflow restrictors will be used to allow the Fresh Air Damper Device (FAD) NSN 4130-01-541-2426 to be fully operational with the Armys Fan Filter Assembly Device. PDA is the original developer of the FAD. When the FAD was initially developed, the Fan Filter Assembly Device was not adopted for use by the Army. The Army used a different device that did not require restriction of airflow. However, the Army has made a determination to use the Fan Filter Assembly Device, which requires an airflow restrictor to have the FAD operate properly. As the original designer of the Fresh Air Damper Device, PDA has professional expertise and knowledge of the FAD as well as the air flow CFD software models developed to model and simulate airflow through M28 Motor Blower Device and the Fan Filter Assembly Device. These engineering CFD models allowed PDA to successfully model a Fresh Air Damper when used in line with the M28 Motor Blowers, subsequent CFD modeling and simulation indicated a need for airflow restrictor device for the Fan Filter Assembly.
