- Under the authority of FAR 6.302-1, the United States Army Research, Development & Engineering Command (RDECOM) Contracting Center, Natick Contracting Division, Natick, MA 01760 5011, on behalf of the Naval Medical Research Center (NMRC), intends to negotiate and award a contract on a sole source basis with Applied Biosystems, 301 Merritt 7, Norwalk, CT., 06851-1070, to provide 1600 units of dNTP Blend (12.5Mm daTP, Dgrp, dCTPm 25Mm dUTP) and 100 units of AmpliTaq Gold Buffer A Pack. These items are required together as a component of assay reagents being produced for biological defense application. The requested dNTP Blend and AmpliTaq Gold Buffer A Pack combination will enable NMRC to continue the detection and identification of biological warfare agents. Legacy research via the National Naval Medical Center, Bethesda, was being conducted for testing of a commercial item via contract N00168-08-P-1565 and as provided for under FAR 13.5, which was dNTP Blend and AMpliTaq Gold Buffer A Pack. In order to continue this research with the exact formulations and conditions (and reduce the probability of introducing unnecessary variables), there is a need to replenish the supply of dNTP Blend and AMpliTaq Gold Buffer A Pack from the same source, Applied Biosystems. This research involving reagents development included extensive testing of various reagent components to produce the best combination. The dNTP Blend and the AmpliTaq Gold Buffer A Pack produced by Applied Biosystems is one of the components. Switching to another kit from another vendor would invalidate all previous optimization and evaluation efforts. Reagents produced with another vendors kit without re-optimization and evaluation would result in unpredictable performance of the reagents, and, would be devastating to program in terms of both cost and schedule.
