Description
The U. S. Department of Agriculture (USDA), Agricultural Research Service (ARS), plans to award a contract to RMF Engineering of Baltimore, Maryland, on a sole-source basis for architect-engineer services to update their previous designs for major renovations of failed Mechanical, Electrical, and Plumbing systems at the U.S. National Arboretum, Administration Building and Labs, in Washington, D.C. This specific requirement is to provide updates to the existing design and provide construction administration and oversight during construction. The original engineering documents for the project were signed, sealed, and dated by a professional engineer employed by RMF Engineering who had prepared and approved the documents. As such, RMF Engineering assumes liability for the design represented by the project engineering documents. In order to maintain a single source of liability any corrections, revisions, or additions to be made to the project are required to be made by the professional engineer, or a representative within the company, who originally signed and sealed the documents. The anticipated award date is on or about fifteen (15) days from the date of this notice. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government whether to compete this proposed requirement based upon response to this notice is solely within the discretion of the Government.
