Description
The U.S. Citizenship & Immigration Services (USCIS) under the Department of Homeland Security (DHS) intends to negotiate on a sole source basis with the American Association of Motor Vehicle Administrators (AAMVA), pursuant to 41 U.S.C.253(c)(1)—Only one responsible source and no other supplies or services will satisfy agency requirements. AAMVA is a nonprofit organization committed to enhancing safety and security through motor vehicle administration and law enforcement. USCIS has a requirement to provide operation and maintenance support for the AAMVAnet network. The Contractor shall be responsible for the operations, maintenance and monitoring, and reporting of all hardware and software used by the contractor to support the AAMVAnet network.. The Contractor shall ensure that the UNI software is kept up-to-date with all VIS enhancements and any software changes made to the ESB by the Office of Information Technology (OIT) to ensure the State Motor Vehicle Administrators (MVA) will be able to verify immigration status. The Contractor shall ensure that the hardware components that are used to support this infrastructure are kept up to industry standards and are operational 24 by 7. The Contractor shall notify United States Citizenship and Immigration Services office prior to making any changes that will affect the capability of the MVAs to access the AAMVAnet network. The Contractor shall ensure that USCIS is notified when their network has been down for 30 minutes and they will continue to notify USCIS every hour until the network is operational. The Contractor shall ensure that data centers that will be housing the server used for this network will be in a secure environment. USCIS has the right to inspect the data centers to ensure they are properly secure. The period of performance will be 04/01/2009 through 09/30/09. Respond to this requirement by submitting written capabilities/specifications to the Contracting Officer. This notice of intent is not a request for competitive proposals; however, all responses received within 4 days from the date of publication of this notice will be considered by the Government for a determination by the Government whether a competitive procurement is feasible
