Description
The National Cancer Institute (NCI), Office of the Director (OD), Center for Cancer Research (CCR) plans to procure on a sole source basis with BioDiscovery Inc., 2121 Rosecrans Ave. Suite 3315, El Segundo, CA 90245 for software license renewal of a Nexus Copy Number Professional one year license and Nexus Expression. The North American Industry Classification System Code is 511210 and the business size standard in $25.0M. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Period of Performance shall be for one year from date of award. Since January of 2008, CCR has been using Nexus Professional Software as the mechanism for the analysis of multiple array-based DNA copy number data sets. Characteristics that apply to Nexus Software: Nexus Copy Number creates a new user interface and computation approaches that are drastically different than any other solution. This software includes the capability to analyze large-scale array experiments involving thousands of samples from any microarray platform, including high-density multi-million probe SNP as well as two-color CGH arrays. This software allows the researcher to quickly identify potential regions of significant copy number changes in various biological categories and extract a gene list for the smallest region of overlap in the sample set. Nexus Expression provides an intuitive and streamlined approach to convert raw signal values into meaningful information by integrating sample phenotypes (e.g., disease stage, survival, age, sex, etc.) with gene annotations (e.g. GO terms). Users can effortlessly navigate large datasets and generate results with a few mouse clicks. BioDiscovery, Inc is the only known source for acquisition and telephone support. Nexus Expression has unique features that are not available from any other known vendor: It accelerates cancer research by seamlessly integrating Kaplan-Meier Survival analysis and multiple clinical phenotypes with expression data. The software also integrates seamlessly with Nexus Copy Number (a BioDiscovery tool licensed by NCI) allowing for discovery of genomic hotspots. Features associated with this new software are consistent with the Nexus Copy Number product. This acquisition of support will keep our product base current and provide needed access to technical resources when problems arise. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET on March 27, 2009 to Melissa Marino, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered in and have valid certifications in the Central Contractor Registration (CCR), www.ccr.gov and the Online Representations and Certifications Application (ORCA) www.orca.bpn.gov.
