- This Request for Information (RFI) is being issued to collect information from industry regarding industrial readiness on the upcoming requirement for the Enhanced Combat Helmet (ECH). This RFI corresponds to the requirement synopsized in presolicitation notice no. M67854-09-R-3025, posted to the Navy Electronic Commerce Online website (https://www.neco.navy.mil) and the Federal Business Opportunities website (https://www.fbo.gov) on 25 February 2009, and still available for viewing at each site. The Marine Corps Systems Command (MARCORSYSCOM) is currently coordinating a decision regarding the specified geometry of these helmets, whether full Personal Armor System Ground Troops (PASGT) cut, tactical Advanced Combat Helmet (ACH) cut, or both. In response to this RFI, interested parties are requested to submit a short information paper electronically to lisandra.torres@usmc.mil. Responses shall be NO MORE THAN 5 pages in length. DUE DATE: These responses are due no! later than 10:00 a.m. (Eastern Standard Time), 18 March 2009. CONTENT: Responses to this RFI shall address the expected timeframe from date of solicitation release (assuming a release in the next 30 days) for industry to procure the necessary tooling and begin delivering helmets in each of the four required sizes, small, medium, large, and extra large, for PASGT cut and ACH cut. Responses shall also address what the estimated ramp up rate and monthly production rate would be if only the PASGT cut were being manufactured, if only the ACH cut were being manufactured, and if both cuts were being manufactured simultaneously. These information papers shall also include estimated pricing to retool as well as estimated pricing for each of these sizes in both the PASGT and ACH cut. The technical requirements summarized in presolicitation notice no. M67854-09-R-3025 still apply and will apply when the solicitation is issued.
