- NASA/JSC plans to issue an Invitation for Bids (IFB) for roof replacement andloggia ledge replacement on multiple facilities at the Johnson Space Center.This procurement action will be conducted as part of the NASA Cross Agency Supportportion of the American Recovery and Reinvestment Act (Recovery Act) dated February 17,2009 and will be subject to transparency and accountability so Americans know where theirtax dollars are going and how they are being spent. Mechanisms through special contractterms and conditions will be implemented to accurately track, monitor and report ontaxpayer funds. The Recovery Act requires reporting from the prime recipients of Federalfunding. This may include special Buy American Act requirements, additional requirementsfor contractor reporting, and expanded Government Accountability Office (GAO) and Officeof Inspector General (OIG) access to contractor records.The order of magnitude for the procurement is more than $10,000,000 and the effort shallbe completed within 270 calendar days after notice to proceed.The NAICS Code and small business size standard for this procurement are 238160 and $14million, respectively. The anticipated release date of the IFB is on or about March 31, 2009, with ananticipated offer closing date of on or about April 30, 2009.The firm date for receipt of bids or proposals will be stated in the IFB. All responsible sources may submit a bid, which shall be considered by the agency.An ombudsman has been appointed -- See NASA Specific Note "B".The IFB and any documents related to this procurement will be available over theInternet. These documents will reside on a World-Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/JSCBusiness Opportunities page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=73Prospective bidders shall notify this office of their intent to submit a bid. A list ofparties expressing interest in the procurement will be posted on the procurement websiteidentified above. It is the offeror's responsibility to monitor the Internet site for the release of theIFB and amendments (if any). Potential bidders will be responsible for downloading theirown copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) will beincluded in the IFB. Detailed information regarding an organized site visit will beprovided in the IFB.The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations andConditions Affecting the Work, will be included in any contract awarded as a result ofthe IFB. Accordingly, bidders are urged and expected to inspect the site where the workwill be performed.All contractual and technical questions must be submitted in writing via e-mail to one ofthe points of contact identified below. Telephone questions will not be accepted.
