Description
This is a market survey for Contract Tower and Weather Observation Group (CTWG). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Vendors who responded to posting ID 7328 and 7405, need not respond to this market survey. The FAA has a five-year requirement for the continuation of Air Traffic Control (ATC) services at Visual Flight Rules Airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam, and Saipan. Attachment A is the draft Statement of Work for this requirement. As of October 1, 2008, ATC services are being provided at 241 air traffic control towers by four vendors: Robinson Aviation Inc., Midwest Air Traffic Control Service, Inc., Serco Management Services, Inc, and Air Services Pacific. Attachments B and C are a list of those locations presently covered by the FCT program. The FAA plans to release a SIR/RFP to industry during the second quarter of Calendar Year 2009. It is planned that the FCT contracts be awarded in time for contract performance to begin Oct. 1, 2009. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors expense. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing ATC Services at Visual Flight Rules Airports. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 4881111, Air Traffic Control, with a size standard of $7.0M. Interested firms are required to submit the attached Business Declaration form, Attachment D, and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: a. A minimum of three years experience as an operating business entity. b. A minimum of three years experience in providing administrative and operational support to personnel working at geographically separated locations. c. Ability to cover payroll and other operating and administrative expenses to accommodate Government "in arrears" payments for work performed for periods up to ninety days. The amount of money required to cover expenses needs to be sufficient enough to cover the top two areas (i.e. the highest proposed total dollar amount for the Part I CLINS) that the offeror is bidding on. d. Must have a minimum of three years experience providing air traffic control services. e. Resident experience with safety risk management processes contained within the company. f. Must have adequate financial resources to perform the contract or the ability to obtain them. g. Must demonstrate by example experience in delivering quality technical air traffic control services as provided in the SOW. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. All responses to this market survey must be received no later than noon (ET) March 24, 2009.
