Description
NATO International Competitive Bidding (ICB): Explosive Detector Dog (EDD) Services at the Iraqi Military Academy Rustamiyah (Iraq) IFIB-ACO-NAP-09-45 Allied Joint Force Command Naples (JFC Naples) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of explosive detector dog (EDD) services at Iraqi Military Academy Rustamiyah in Ar Rustamiyah, Iraq. The contractor shall provide all resources (personnel, equipment, and management) necessary to provide EDD services in support of NATO staff. JFC Naples is serving as the contracting agency for this project, which was authorized by the MBC. The contract will be firm fixed price and will be awarded to the lowest price, technically compliant bidder. JFC Naples will be using the two envelope bidding procedure. Partial bidding is not authorized. The cumulative estimated value of this project is Euro 1,500,000. The reference for this project is IFIB-ACO-NAP-09-45 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. A security clearance is required for the site supervisor. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. The Invitation for International Bidding (IFIB) will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 23 April 2009 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2. Estimated IFIB release date: 30 April 2009 JFC Naples will email this IFIB directly to all potential bidders and will post the tender documents on the web site below: www.nato.int/shape/community/budfin/index.htm 3. Estimated bid closing date: 04 June 2009 4. Period of performance: 18 July 2009 - 17 July 2010, plus one option year (18 July 2010 - 17 July 2011)
