Description
The NATO Undersea Research Center (NURC), which is located in La Spezia, Italy, intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of professional contract support for the design and development of remote sensing applications. NURC will use contractor support performed by remote sensing scientists, software engineers, and those with other appropriate technical skills to design, develop, and validate remote sensing algorithms and applications, image processing, and other tools to support research projects in remote sensing. Both passive and active sensors will be included. Projects to be supported include research on the measurement of various oceanographic parameters such as ocean color, bathymetry, wind and waves, and the use of remote sensing systems for ship detection and tracking. NURC is serving as the contracting agency for this project, which was authorized by the MBC. NURC intends to award the contract to the lowest compliant bidder. The bid process will include a sealed bid with no negotiations. Partial bidding may be allowed. The estimated cumulative value of this project is Euro 1,125,000. The reference for this project is IFIB-ACT-NURC-09-11. The U.S. Department of Commerce will be using the same reference. Contractor personnel performing services under the contract must be citizens of a NATO nation. The Invitation for International Bidding (IFIB) will contain material at the level of NATO UNCLASSIFIED. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the contracting agency for NATO ICB projects. Its role is to approve for participation in NATO ICB those facilities that are located within the United States. Only facilities that have first been approved for participation in NATO ICB may be nominated to the bidders list for a NATO ICB project. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES 1. Deadline for requesting Declaration of Eligibility: 09 April 2009 Please note that under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date. 2. Estimated IFIB release date: 20 April 2009 NURC will directly mail the IFIB to all potential bidders, as well as make it available for downloading from the NURC website: http://www.nurc.nato.int/procurement/index.htm 3. Estimated bid closing date: 03 June 2009 4. Period of Performance: 01 July 2009 - 31 December 2009, plus four option years.
