Description
The U.S. Army Corps of Engineers, Philadelphia District, intends to award on a sole source basis to Yank Marine, Inc., Mosquito Landing Road, Tuckahoe, NJ 08250. The procurement is using Simplified Acquisition Procedures and no other supplies or services will satisfy agency requirements. This requirement is to provide various upgrades and repairs to the Workboat EVANS for a conversion from a workboat to a surveyboat. The repairs include relocation of a davit, fabrication of a side scan transducer cradle, modifications to the antennae mast, fabrication and installation of a multi-beam transducer mount, installation of cabinetry to mount the ancillary electrical components, and hull painting. The multi-beam transducer mount will incorporate a modified seachest design that will allow the transducer to swivel and be retracted out of the water for maintenance, cleaning, and safety. Yank Marine Incorporated located in Tuckahoe, New Jersey has previously designed, fabricated, and installed an identical transducer mount on the Philadelphia District owned SeaArk DAUNTLESS, a similar vessel to the Workboat EVANS. Yank Marine is the only repair yard that has designed and installed this unique type of transducer mount and is capable of performing this same task on the EVANS. Their knowledge of, and experience with this installation, is paramount in minimizing re-design time and costs, and installation by another repair yard and will allow the Surveyboat EVANS to return and complete its new surveying assignments with minimal impact and be ready to perform other surveying assignments that may arise in the Charleston District. No RFQ will be issued based on this notice. However, all information received within five (5) calendar days after date of publication of this notice will be considered SOLELY for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for information received. All contractors are required to be registered in the DoD Central Contractor Register before award as required by DFARS 204-7300.
