- Contractor shall furnish all management, supervision, plant, labor, parts, material and equipment to perform all operations necessary in connection with design build projects FBNV 090003A Construct Water Wells and Waste Water Systems and FBNV 090003B Repair Water Wells at Davis-Monthan AFB, Arizona. The scope of work includes, but is not limited to the following items. Project A; provide new prefabricated buildings for re-drilled wells (from Project B), install 10 inch water main under existing runway, and install a grit removal plant. construct or extend existing fences around wells, Project B; provide new wells and cap existing wells, replace 8 inch water line adjacent to aircraft taxiway, replace existing booster pumps, and demolition of existing water tower and installation of new 100K gallon water tank, provide VFDs, supervised transfer switches, pumps, electrical service entrance, security protection equipment, electrical and water metering, cathodic protection, mobile generator connections, connection to the base fiber optic monitoring system, and telephones at numerous locations. Also included is the replacement of 40 fire hydrants and 40 water main isolation valves at various locations on base. The estimated project magnitude is between $5,000,000 and $10,000,000. A preproposal conference date will be included in the solicitation. The resultant contract shall be a firm fixed price (FFP). This acquisition is being solicited full and open with no set-asides. The applicable North American Industry Classification System (NAICS) is 237110 with a small business size standard of $33,000,000. The successful contractor will be selected using Past Performance Trade Off procedures, resulting in the Best Value to the Government. It is anticipated the solicitation will be issued electronically on or about 13 April 2009 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates / amendments to documents. Any prospective contractor must be registered in the Central Contractor Registration (CCR) database in order to be eligible for award.
