GEOSCIENTIST TRAINING PROGRAM: PLEASE READ CAREFULLY: This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The U. S. Department of the Interior (DOI) Minerals Management Service (MMS) has a competitive requirement for a Geoscientist Training Program to be awarded to the offeror whose Quote gives evidence of the greatest value to the Government as outlined in this synopsis. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, in conjunction with FAR 13.5, as applicable and as supplemented with additional information included in the notice. Solicitation number M09PS00042 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30 and the Department of Interior Acquisition Regulation (DIAR). It is the contractor's responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System (NAICS) Code is 541330 entitled Engineering Services, with a small business size standard of $4.5M. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, Offeror must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of a technical and a cost/price quote. The Government anticipates awarding a Firm Fixed Price award as a result of this RFQ. The Offeror shall prepare their quote in accordance with the Statement of Work and requirements below: INTRODUCTION: The Geosciences professionals at the MMS are responsible for evaluating fair market value of offshore leases, ensuring conservation and diligence of resource development, estimating the volume of public resources and reserves, and assuring safe operations throughout the Gulf of Mexico. A training program to bring the many new employees and Federal Career Intern Program (FCIP) personnel up to speed as soon as possible is essential. OBJECTIVES: With critical time frames outlined by the OCS Oil and Gas Leasing Program 2007-2012, new employees need an accelerated training program to bring them to minimum levels of competency in a shortened time frame. This training program needs to accommodate 10 to 20 new employees, be intensive, concentrated, and tightly integrated with geology, geophysics and engineering disciplines. This training program should also be commercially available in an off-the-shelf configuration designed for oil and gas prospect and development analysis. The training should integrate critical hands-on experience to allow the new employee to return from training and immediately contribute to mission goals. The training is expected to start at approximately June 1, 2009. Required areas of competency for an MMS Geoscientist are structural styles; sequence stratigraphy; open-hole log analysis; seismic survey design, acquisition, and processing; 2-D and 3-D seismic subsurface interpretation; subsurface geological mapping; oil and gas prospect identification; field determination and mapping; and field performance and reserves estimation. Also, overviews of the oil and gas industry in general are important for these new hires as many of them have little or no Gulf of Mexico backgrounds. Through past history at the MMS this training must also include an intensive mentored mapping project workshop in conjunction with the classes in a controlled environment with measureable results. The location for the required training is at Minerals Management Service Acquisition Activity, MS 2601, 1201 Elmwood Park Blvd. New Orleans, LA 70123 SCOPE: The contractor shall provide a concise and complete training program to Federal Career Intern Program (FCIP) employees and other new hires with up to one year experience at the MMS. The training program is to cover the gamut of disciplines and techniques in the fields of oil and gas exploration and development. The program should be a structured set of training classes, workshops and exercises in conjunction with an extended interpretation and mapping project. TRAINING REQUIREMENTS: Courses: Because of the many new hires at the MMS these classes and final project are to be bundled as one continuous course; expected to start by June 1, 2009 and to be concluded no later than October 30th, 2009; with a minimum of at least 10 weeks but no more than 15 weeks in duration. Courses Outline: The following course outline is the minimum content that will be considered. All proposals should provide a description of the courses to be provided. 1.Overview of the oil and gas industry shall; a.Provide an overview of how oil and gas are formed, trapped, discovered, and developed. b.Provide and overview of the basic tools, equipment, and processes used in the offshore oil industry. c. Provide knowledge in oil industry oil terms and language. d. Provide a basic understanding of the complete oil and gas exploration and production workflow.2. Structural styles shall; a. Cover common GOM structural styles including compressional, extensional, salt, strike-slip, and reactivated structures. b. Include techniques for creation of cross sections and map construction. c. Cover validation of 2D and 3D time and depth interpretation and pitfalls. 3. Open-hole log analysis shall; a. Include calculation of porosity, determination of lithologies, and volumes. b. Include hydrocarbon detection. c. Include log interpretation procedures and limitations.4. Seismic survey design, acquisition, and processing shall include; a. Understanding design of 2D and 3D surveys. b. Quality control of data during acquisition and processing. c. Acquisition and processing parameters for AVO data. d. Principles of Migration of seismic data. e. Provide an understanding of 4D data. f. Principles of velocity analysis. g. Fundamentals of Marine seismic acquisition.5. 2-D and 3-D seismic subsurface interpretation shall include; a. Procedures for structural and stratigraphic interpretation. b. Understand the effect of data on mapping product. c. Understanding seismic amplitudes.6. Subsurface geological mapping shall include; a. Understand fundamentals of contouring b. Integrating fault data from wells with seismic data c. Generation of fault maps from well and seismic data. d. Understanding the effect of directional wells in deviated beds. e. Create geologic cross sections. f. Understand isochore maps. g. Provide the ability to tie well logs to seismic data. h. Correlation of synthetics with seismic data. i. Time and depth structure maps.7. Field determination and mapping, Field performance and reserves estimation shall include; a. Understand engineering assessment of asset value b. Estimating primary reserves c. Understanding reservoir performance. d. Help develop communication between geologists and engineers.8. Interpretation and mapping project; This project will commence immediately upon the conclusion of the training regime above. The project will include an all inclusive Geosciences interpretation and mapping project that will utilize and reinforce all training topics mentioned above. This project will be facilitated and mentored by the contractor and will last at least a month, but no more than three months, and will end with a presentation by the student of a final report on the project stressing lessons learned in all above topics. PROJECT MANAGER: MMS requires a primary point of contact who will serve as the project manager for the duration of the training. COURSE MATERIALS: A precise breakdown of course materials (to include but not limited to PowerPoint presentation; outline of the course and materials required) provided by the Offeror shall be submitted as part of the Quote. MMS OBLIGATIONS VS CONTRACTOR OBLIGATIONS: A precise breakdown of MMS obligations and responsibilities and Contractor obligations and responsibilities with regard to classroom setup, project setup, student materials, contractor program contact, fees, cancellation or rescheduling charges, and any other item pertaining to the proprietary data in the class, conflicts of interest, copyrights, or other items of this nature must be submitted as part of the Quote. AUTHORITY TO OBLIGATE THE GOVERNMENT The Contracting Officer is the only individual who can legally commit or obligate the Government to the expenditure of public funds. No cost chargeable to the proposed contract can be incurred before receipt of a fully executed contract or specific authorization from the Contracting Officer. DISCUSSIONS/AWARD WITHOUT DISCUSSIONS The Government reserves the right to award without discussions, so it is in your best interest to include your most favorable terms in your initial submission. However, the Government reserves the right to conduct discussions and to permit Offeror to revise their submissions. As stated above, the Government reserves the right to make an award without discussions, except for clarifications as described herein. Any exceptions or deviations by the offeror to the terms and conditions stated in this RFQ for inclusion in the resulting award may make the offer unacceptable for award without discussions. If an offeror proposes exceptions to the terms and conditions of these requirements, the Government may make an award, without discussions, to another Offeror that did not take exception to the terms and conditions, if such offeror is determined to be the best overall value for this effort. Clarifications are limited exchanges with Offeror that may occur when award without discussions is contemplated. If award will be made without conducting discussions, Offeror may be given the opportunity to clarify certain aspects of quotes (e.g., the relevance of an Offerors past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors. EVALUATION FACTORS FOR AND BASIS FOR AWARD This is a competitive best value acquisition utilizing simplified procedures. The following evaluation criteria will be used to determine which Offeror is considered to be the best overall value. Criterion A, B, and C are equally important to each other. Factors identified below are of equal importance to each other. A. Technical ApproachB. Experience and Commitment of Key PersonnelC. Past Performance/Past Experience TECHNICAL APPROACH (CRITERIA A)-Fully understands the subject matter and demonstrates the ability to provide Instructors and course outline and materials as required;-Understands the scope and objective of this Program required by MMS and is aware of potential problems and demonstrates the ability to resolve them; and -Quality and effectiveness of the technical approach to provide required MMS training. COURSE INSTRUCTORS/KEY PERSONNEL (CRITERIA B): The Government will evaluate the quality of the Contractors key personnel based on the experience, qualifications, expertise of key personnel by evaluating the resumes submitted. The Contractor shall submit resumes for its key personnel that are sufficient in detail so as to demonstrate each persons experience and capability to perform the requirements set forth in this RFQ. Resumes must contain work history covering at least three years; describe experience related to similar work, and list relevant education, training, certifications, and professional organizational memberships and activities. PAST PERFORMANCE (CRITERIA C): Past Performance is the Agencys assessment of the degree to which an offeror has satisfied its past customers while conducting a training program of this nature. MMS will contact some or all of the customers listed as Past Performance references within the last three (3) years in the contractors proposal. MMS will ask questions such as: whether or not they believe (1) that the offeror was capable, timely, efficient, and effective; (2) that the offerors performance conformed to the terms and conditions of the contract; (3) that the offeror was reasonable and cooperative during the performance; (4) that the offeror was committed to customer satisfaction; and (5) whether the training performed by the contractor was of high quality. Past experience is the experience that offerors have performing training that is similar to the training required by the MMS. Both past performance and past experience will be evaluated by utilizing the information provided by the offeror for a comprehensive, all inclusive training program. EVALUATION OF QUOTES: Quotes shall be prepared in accordance with and comply with the instructions above.. The technical submission will be evaluated separately from the price. Each submission will be evaluated against the evaluation factors listed above. Each offeror's quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. After evaluating price, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government's best interest. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The full text of the referenced FAR clauses may be accessed electronically at http://www.acqnet.gov/far. The CCR number must be obtained before award can be made. To be considered for this award, Offerors must be registered in the Central Contractor Registration (CCR) database prior to award. Offerors must also have all online at www.orca.gov representations and certifications completed prior to submission of quote. Interested offerors must submit any questions concerning this solicitation no later than close of business on 20 March 2009 to enable the MMS to respond. Questions can be submitted via email to barbara.dejoie@mms.gov. Questions not received within a reasonable time may not be considered. The Government reserves the right not to make an award as a result of this competitive RFQ, if in the opinion of the Government none of the submissions would provide satisfactory performance at a cost that is considered fair and reasonable and/or economically feasible. METHODS OF QUOTATION AND DELIVERY LOCATION Submit to the Attention of: Ms Barbara Dejoie, Minerals Management Service Acquisition Activity, MS 2601, 1201 Elmwood Park Blvd. New Orleans, LA 70123. It is incumbent upon the offeror to ensure that any hand carried offer in response to this RFQ shall be delivered before the closing date and time as specified below. All hand carried packages shall be delivered to the address listed herein. QUOTATION DUE DATE Quotations submitted in response to this RFQ shall be received by the due date and time established herein. The offerors quotation shall be submitted not later than 3:00 PM Central Time, Wednesday, March 25, 2009.
