- Draft PWS provided for industry. Provide comments on Market Research Questionnaire. Addresses market and PWS concerns. Sources Sought, Market Research, and Industry Day Notice 1.0. Purpose 1.1. The purpose of this notice is to: (a) solicit responses from responsible parties who may perform Applied Technology for Landing Gear (ATLAS) services; (b) consider responses prior to publishing a Pre-solicitation Notice (FAR 5.204); and, (c) invite interested parties to an Industry Day. 2.0. Information 2.1. The cognizant agency is the USAF, 448 Supply Chain Management Group (contracting agency), located at 6050 Gum Lane, Bldg. 1215, Hill AFB, UT. The Government's Point of Contact (POC) for the contemplated acquisition is Captain Steven Vanden Bos who can be reached by phone (801.775.2659) or by email (steven.vandenbos@hill.af.mil). Concerns are advised that all non-privileged questions and answers will be published under this notice. 2.2. It's anticipated that Full and Open (FAR 6.1) competition procedures will be utilized. However, if responses to this publication merit a conclusion that two or more responsible small business concerns could perform the contemplated services (FAR 19.502-2(b)(1)) a set-aside (FAR 6.203) will be considered; note that the assigned NAICS is 541330 having a size-standard of $4.5M. In either case FAR-Part 15 Contracting by Negotiation procedures will be utilized to determine which offeror(s) represent the Government's best value (FAR 15.101). A Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) (FAR 16.504) is contemplated. 2.3. ATLAS services are contemplated. A draft Performance Work Statement (PWS) is attached for interested parties' review and comment. 3.0. Responses 3.1. Interested parties are invited to: (a) forward a capabilities brief; (b) provide comments on this publication and PWS on the Market Research Questionnaire attached to this notice; and, (c) attend the Industry Day that'll be conducted on March 23, 2009 at 1300 at the location cited above (para. 2.1.). 3.2. A capabilities brief communicates information about a firm, or industry, to the Government so it's aware of the capabilities that exist in the marketplace. The brief should include: (a) firm's small business status; (b) firm's scope of operations and relationship to the industry; (c) firm's capabilities vis-à-vis the contemplated acquisition. It should be limited to 2-3 pages. 3.3. A Market Research Questionnaire communicates specific information to the Government so it's aware of the relationships that typically form in the marketplace and its relationship to them. 3.4. An industry day facilitates a dialogue between industry and the Government so it can ask-and-answer questions about the contemplated acquisition and contractual relationship. 3.5. Firms' responses (brief, questionnaire) should be transmitted to the Government's ATLAS POC not later than March 26, 2009, 1000 local time.
