- Multiple Award Indefinite Delivery / Indefinite Quantity Contract for Architect/Engineer (A&E) Services for Preparation of Navy and Marine Corps Planning and Engineering Services for Work Predominantly in the NAVFAC Atlantic Area of Consideration but also Worldwide. Description: ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE REQUEST FOR PROPOSAL (RFP) PACKAGE TO DOWNLOAD. This UNRESTRICTED procurement is for a Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for A&E Services for preparation of Navy and Marine Corps Planning and Engineering Services for projects. The primary geographic area covered by this contract encompasses the Naval Facilities Engineering Command, Atlantic's (NAVFAC Atlantic) area of responsibility (AOR) and the adjacent waters of the Atlantic and Pacific Oceans, including the Continental United States (CONUS), the Caribbean, Europe and North Africa. However, tasks associated with this contract may be assigned anywhere in the world. This multiple award contract will result in a maximum of three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The IDIQ contract term for each awarded contract shall be for a one (1) year period, beginning at date of award, and shall contain four (4) one year option periods. The guaranteed minimum for each contractor is established at $5,000 for the entire contract term (including option years), and the maximum combined total amount that may be paid under the contracts (including option years) will not exceed $60,000,000. The primary tasks anticipated under this contract are: (a) PLANS: Global Shore Infrastructure Plans (GSIPs), Base Development Plans, Activity Master Plans; Regional Shore Infrastructure Plans (RSIPs), Regional Integration Plans (RIPs); Maintenance and Sustainment Plans; Integrated Logistics plans; Encroachment Action Plans (EAPs); Family Housing and Bachelor Quarters Comprehensive Neighborhood Plans (CNPs); Activity Overview Plans; Business Plans; Installation Appearance Plans (IAPs) (formally Base Exterior Architecture Plans (BEAPs)). (b) PROJECT PLANNING DOCUMENTS: The preparation of Military Construction (MILCON) Project Planning Documentation (DDForm 1391 project planning documentation, using the Navy/Marine Corps MILCON Team Planning and Programming Process (MTP3) and web-based Electronic Project Generator (EPG) program). Preparation of: Construction Cost Estimates, Preliminary and Parametric Cost Estimates; Siting-Land Use Studies/Analyses; Special Site Approvals (EMR, Ordnance etc.); Business Case Analyses (BCAs); Economic Analyses (EAs) using the latest version of the Government's ECONPACK software; Asset Evaluations (AE); Basic Facilities Requirements (BFR) Documentation; Facilities Planning Documents (FPD) using the Government's web-based iNFADS program; Preliminary Hazard Analyses (PHA); Preliminary Hazard Lists (PHL), Sustainable Design Studies based on US Green Building Council Leadership in Energy and Environmental Design (LEED) concepts and scoring procedures. (c) STUDIES: Regional Planning Studies; Regional Shore Infrastructure Planning (RSIP) studies; Concept Studies; Special Planning Studies; Business case analysis studies, Traffic/Parking/Movement (Pedestrian & Vehicular) Studies; Facilities Planning studies such as space management and facility utilization, Anti-Terrorism (AT); Sustainable Planning studies; Feasibility Studies, Safety Studies, Air Installation Compatible Use Zones (AICUZ) studies; Range Air Installation Compatible Use Zones (RAICUZ) studies; site studies; facilities life cycle studies; Activity Planning and Management Models (APMMs), electronic Land Use/Planning tools /studies. The secondary tasks anticipated under this contract are: (a) EVENTS: Visioning and Scenario workshops/Planning, Functional Analysis Concept Development (FACD) sessions (design charettes), facilitated charettes. (b) GEO-SPATIAL INFORMATION & SERVICE: The preparation of Geo-Spatial Data services includes: preparation of maps, datasets, data models, geo-processing models and associated metadata needed to assess, evaluate, manipulate, convert, correct, project, load, link, scan and provide quality control for maps, charts, hard copy, legacy database information utilizing Microsoft Office, Adobe Acrobat, Oracle, AutoCAD, ESRI ARCVIEW, ESRI ARCINFO, and ESRI ARCIMS. All Geo-Spatial Data and related graphics within the plan or study shall be spatially geo-referenced. GPS SERVICES: GPS services include field location of map features and incorporation of location data into datasets associated with map layers. Collect global positioning system (GPS) data using GPS equipment approved by the NAVFAC GRC Manager for the region. (c) Integrated Logistics Systems (ILS) studies, to include: surveys, facility management plans, requirements and criteria generation, and logistics element manager support (d) Development and update of Navy and Marine Corps facility planning criteria and associated documents (e) Documentation related to the above planning services, including: presentations, briefing materials and reports (f) Minor Design efforts to include: preparation of Request for Proposals (RFPs) to support Design/Build construction contracts Firms shall demonstrate that they can provide a full range of planning services and have the staff and expertise to manage complex planning projects. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: Standard Form 330 (SF-330) - The A&E must demonstrate its and each key consultant's qualifications with respect to the published evaluation criteria for all services as described above. Evaluation Factors (1) through (3) are considered most important and equal among themselves; factors (4) and (5) are slightly less important and equal between themselves; and factors (6) and (7) are of lesser importance and will be used as tiebreakers among technically equal firms. It is anticipated that interviews for slated firms will be conducted in Norfolk, VA. Criteria 1 - Specialized Experience and Capacity:(a) Specialized Experience. The Contractor shall provide a maximum of eight (8) projects that were substantially completed between March 2004 and March 2009 and show specialized experience with both DoD and non-DoD agencies. The format for the projects shall include: Experience as prime or consultant (please identify), point of contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, award contract value, current contract value and a summary of the work performed that:.Demonstrates specialized experience of the firm and/or proposed consultants with regard to preparation of the above listed planning products and services, and related studies and their knowledge of regulations pertaining to this type of work and other technical support services..Demonstrates experience in the following work locations: CONUS, Africa, Europe, Southeast Asia and Bahrain. If the Offeror is a joint venture, information should be submitted as a joint venture; however, if there is no information for the joint venture, information should be submitted for each joint venture partner, not to exceed a total of eight (8) projects. Projects shall be submitted on the SF-330 and shall be substantially completed projects. Projects not performed will be excluded from evaluation consideration. For submittal purposes, a task order on an IDIQ contract is considered a project. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. (b) Capacity. The Contractor shall describe the ability of the firm to provide continuity of service, with no or minimal program disruption and cost impact to projects initiated under this or other NAVFAC contracts. The Contractor shall indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. Include the firm's ability to obtain security clearance(s) for its key personnel. Criteria 2 - Professional Qualifications and Technical Competence: Professional qualifications and competence of the staff to be assigned to this contract must include:(a) Experience from March 2004 through March 2009 in technical disciplines, project management, and performing field investigations and preparing studies/analysis/work plans/oversight for planning documents and other technical support services.(b) Expertise and experience in program management, partnership/teambuilding, excellent communication skills, problem solving, supervisory experience and qualifications in contract management and administration.(c) Depth of professional staff experience in task order level project management and senior level management. Resumes for key personnel are limited to one page each and should cite project specific experience and role in this contract. (d) Active professional registration of staff in appropriate disciplines. Criteria 3 - Program Management: Describe the following:(a) Ability to concurrently perform and manage multiple complex projects in different locations, to meet aggressive schedules, control direct and indirect costs, and to coordinate and work effectively with other contractors.(b) Ability to submit technical and cost proposals within ten days of receipt of a Contract Task Order ( CTO) Statement of Work, to negotiate CTOs promptly and to commence work expeditiously upon award of a CTO;(c) Logical identification of explicit assignment of responsibilities among corporate team and sub contractor members;(d) Past working experience and relationship with key consultants; and(e) Proposed location of the program management office and other office locations and how this will be advantageous to the Government. Due to the worldwide coverage of this contract, offices in multiple locations would be considered an advantage. Criteria 4 - Past Performance and Safety: The Government will evaluate Past Performance and Safety, in terms of work quality, innovation, compliance with schedules, cost control, overall safety record, and stakeholder/customer satisfaction, with an emphasis on the projects provided in Criteria #1. The Contractor shall demonstrate long term business relationships with federal, state and private clients. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and other publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Criteria 5 - Quality Control: Firms responding to this solicitation shall provide their Quality Control Plan for consideration. The plan shall contain an explanation of the management approach, an organizational chart showing the inter-relationship of management and team components and specific quality control processes proposed for this contract. The Plan shall further describe the Offeror's processes and procedures, identify the Quality Control Manager including authorities assigned to the firm's Quality Control Manager and how the Offeror's program extends to the subcontractors. The Quality Control plan shall demonstrate knowledge of applicable regulatory requirements related to quality control. Criteria 6 - Volume of Work: Firms will be evaluated in terms of work previously awarded to the firm by DoD within the past 12 months with the objective of effecting an equitable distribution of DoD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DoD contracts. Criteria 7 - Small Business Goals: Large Business Firms shall submit with their SF330 Individual Subcontracting Reports (ISRs) for three similar contracts of relative size showing compliance with the utilization of HUBZone, SB, SDB, WOSB, VOSB, SDVOSB firms, and if applicable, HBCU/MI. Firms shall also submit a draft Small Business plan, in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Navy has assigned the Naval Facilities Engineering Command goals for FY 2009 expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: Small Business (SB) 65%, HUBZone (HUB)-1.42%, Small Disadvantaged Businesses (SDB)-16.18%, Women-owned Small Businesses (WOSB)-14.53%, Veteran-Owned Small Business (VOSB)-3% and Service Disabled Veteran-Owned Small Business (SDVOSB)-3%. Any large business! firms selected for award will be required to submit a Subcontracting Plan in accordance with FAR 19.7 and DFARS 219.7. The Government intends to award a maximum of three (3) contracts from this solicitation. Future task orders will be competed among the awarded contracts. Each awardee will be provided a fair opportunity to be considered for each order issued under the multiple award contract, unless approval is obtained to waive or limit competition in accordance with FAR 16.505. In order to determine the most highly qualified firm for each task order, the Government will evaluate each firm on the following criteria. Evaluation factors (1) through (3) are of equal importance and factor (4) will be used as a tie-breaker only among equally qualified firms: (1)Experience with the specific facility or facilities covered under the task order;(2)Professional qualifications and specialized experience relevant to the specific services required under the task order;(3)Ability to perform the work required under the task order to schedule; and(4)Equitable distribution of work. Total dollar value of previous task orders awarded under this contract. The Government's evaluation will be based on: (1) a review of the SF330 submitted by the firm for the basic contract; and/or (2) the Government may request an addendum to the SF330 addressing all or some of the above criteria for individual task orders. In addition, should the Government choose to utilize other criteria for the selection, the MAC holders will be notified prior to evaluation. This multiple award contract will result in a maximum of three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts each for a base period of one year and four one-year option periods, including appropriate provisions. The combined total amount that may be paid under these contracts (including option years) will not exceed $60,000,000. The guaranteed minimum for each contractor is established at $5,000 for the entire contract term (including option years). The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to work load and/or satisfaction of the A&E performance under the subject contract. There will be no dollar limit per task order and no dollar limit per year up to a maximum of $60,000,000 for the entire contract term. This proposed contract is being solicited on an unrestricted basis; therefore, replies to this notice are requested from all business concerns. The Small Busin! ess size standard classification is NAICS 541330 (Engineering Services) ($4,500,000.00). The firms selected will be the most highly qualified to perform the required services, based on the demonstrated competence and qualifications, in accordance with the evaluation criteria. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. All contractors are advised that registration in the DoD Central Contractor Registration (CCR) Database is required prior to award of a contract. SUBMISSION REQUIREMENTS: Architect-Engineer firms that meet the requirements described in this announcement are invited to submit a completed SF-330 package. The SF-330 shall be typed, one sided, at least 12 pitch font or larger. Part I shall not exceed 50 single-sided 8.5 X 11 inch pages. As an attachment, provide an organization chart of the proposed team showing the names and roles of all key personnel listed in Section E with the associated firms listed in Section C. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF-330. Provide evidence that your firm is permitted by law to practice the profession of Architecture or Engineering (i.e., State registration number). Interested firms shall submit one hard copy of the SF-330 and one (1) CD (Adobe Acrobat format) to Naval Facilities Engineering Command, Atlantic, Code ACQ12, Attn: Lisa Sumpter, 6506 Hampton Blvd., Norfolk, VA 23508. Responses are due no later than 17 April 2009, 2:00 p.m. local time! (EDT). Late responses will be handled in accordance with FAR 52.215-1. Hand carried responses will not be accepted.
