Response Due Date: 30 March 2009 Remit To: Mr. Rick Vredenburg US Army Corps of Engineers CESPN-CT-B 1455 Market Street San Francisco, CA 94103 Type of Award: The Government intends to award either a Cost Type or Fixed Price Contract to develop a model for measuring Green Remediation Metrics for EPA Region 9 Leaking Underground Storage Tank Program. The tool will allow a user unfamiliar with its operation to input a limited number of parameters and receive three output metrics all within 15 minutes. Ease of use is of prime importance. 2. The tool will have the ability to provide output metrics for several different remedial technologies on one screen and provide a side-by-side comparison for all technologies. 3. The tool will have consistent system boundaries established for each remedial technology. 4. The tool will not perform a full Life Cycle Analysis (LCA). 5. Each technology should have a limited number of parameters. Each parameter should be a significant driver in at least one of the output metrics. Several parameters may be considered in an initial analysis of remedial technologies. 6. The initial analysis will allow for the identification of the 10 most significant parameters or the number of parameters that account for at least 80 percent of the total for each output metric. 7. The tool will be transparent, its methodology will be clearly explained, and it will allow the user to understand how all output metrics are calculated. The tool will give users easy access to all calculations used, and all assumptions present. 8. The tool will capture all activities involved in initial construction and ongoing operation of the remediation system. Three Output Metrics Green House Gas (GHG) emissions: The tool will estimate GHG emissions and cumulate the estimate into CO 2 equivalents. Energy Usage: The tool will estimate energy usage from the electric grid and fuel consumption. The result will be available in units of kW, Btu, and CO 2 equivalents. CO 2 equivalents of electricity should be calculated using EPA’s eGrid database. Water Usage: The tool will estimate water usage for technologies that use water. Parameter Inputs 1. The tool will consider the following remediation technologies: a. Pump and Treat b. Soil Vapor Extraction (SVE) – Catox and Thermox systems c. Monitored Natural Attenuation with Oxygen Releasing Compounds (ORC) or equivalent d. Soil Excavation e. Dual-Phase Extraction f. Air Sparging/Ozone Generator g. Custom More information on these technologies is available on the U.S. EPA Office of Underground Storage Tanks (OUST) website: http://www.epa.gov/oust/cat/REMEDIAL.HTM. 2. There are many important factors, which may impact the output metrics of the tool. Some of these factors seem obvious and apparent, while others are not. The factors that are considered by many to be a potential significant factor should be addressed either in the tool or if they are not significant to include in the tool, their insignificance should be demonstrated and documented. Important factors to consider: a. Electricity usage b. Type of contamination present – this will dictate remediation tech c. Size of the contamination plume d. Media affected (soil only or soil and groundwater) e. Duration of the cleanup f. Depth to groundwater g. Number of wells installed h. Size of pumps – horsepower i. Miles driven by workers at the site j. Drilling Method Submittal Information: Potential sources must identify, if the firm is a small business, how it has met Federal Acquisition Regulations (FAR) requirements for limitations in subcontracting that state that at lease 50% of the cost of contract performance incurred for personnel shall be handled for employees of the concern Potential sources must submit a capability statement of no more than six (6) pages in length which address the following key areas: 1. MANAGEMENT: (personnel/organizational staff experience, project management, etc.) (1) The potential sources must identify their management staff in order to support the capability of managing multiple task orders involving multiple disciplines listed above (2) The management staff must be experienced in work similar to that listed above. Minimum of 5 years experience. Identify which projects where the management and technical staff have gained the experience. 2. TECHNICAL: Potential sources must submit a list of recent projects that demonstrate their knowledge and past experience relating to all the types of work described above. Submit only current and past clients no more 4 years old. Include a brief description, identify the prime contractor, contract type (list by task order if IDIQ), contract or task order value, dollar value of work subcontracted, percent complete, if complete date completed, customer POC and current phone number. 3. BUSINESS SIZE: Potential sources shall identify if they are a large, small, SDB/8a, or women-owned business.
