Description
The Fleet and Industrial Supply Center San Diego (FISC SD) anticipates issuance of a Request for Proposal (RFP) for offers to administer the Science, Mathematics, and Research for Transformation (SMART) Scholarship Program on or about10 April 2009. The RFP will be full and open competition with no small business set aside. This acquisition is restricted to United States business entities only. The anticipated solicitation will be competed under Federal Acquisition Regulation (FAR) Part 15, Source Selection Processes and Techniques. Award will be made to the proposal offering the best value to the Government. The SMART Scholarship Program has been established by the Department of Defense (DoD) to support undergraduate and graduate students pursuing degrees in Science, Technology, Engineering and Mathematics (STEM) disciplines. The SMART Scholarship Program is part of a concentrated effort to improve the flow of new, highly skilled technical labor into DoD facilities and agencies and to enhance the technical skills of the workforce already in place. The program aims to increase the number of civilian scientists and engineers working at DoD laboratories. The SMART Scholarship Program is open only to citizens of the United States. Requirement is to administer the program include, but are not necessarily limited to, the following: advertising the SMART Scholarship Program; soliciting qualified applicants; collect applications in a secure electronic (online) format; distribute applications among the disciplinary panels for evaluation to the Naval Postgraduate School for selection; make offers of appointment to selected applicants and notify unsuccessful applicants; maintain cost accounting and financial management systems to adequately track costs, issue stipends and pay academic expenses for applicants; possess database management capabilities to gather and maintain data, suitable for analysis and presentations, from current and former participants and unsuccessful applicants and other resources necessary to conduct a program of this magnitude in a timely manner. The period of performance will be a one-year base period and four (4) one-year option periods. Under the proposed requirement, the administration provided by the contractor will be awarded as a Cost Plus Fixed Fee Contract arrangement, while the pass through funds for students' stipends, tuition and fees will be awarded as a Cost Reimbursable Grant arrangement. The contract awardee will also be awarded a Grant for a base and four option years and the Grant will consist of the stipends, tuition and fees that the awardee will manage and distribute. The proposed service North American Industry Classification System Code (NAICS Code) is 561110, Management Services, size standard $7.0M. Respondents should identify if they are a small disadvantaged business based on this NAICS code. FISC SD anticipates an award date for the pending contract on or before 30 June 2008, with an effective date for performance of 1 July 2008. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) web link https://www.neco.navy.mil/. It is the responsibility of the interested parties to register with NECO and to download the solicitation, all attachments, and solicitation amendments. Offerors are encouraged to review the referenced web link frequently for updates to any documents. No paper copies of the RFP and its attachments and amendments will be available from the issuing office. The RFP will include instructions for preparation of offeror proposals. Central Contractor Registration (CCR) is mandatory for offerors; see web link http://www.ccr.gov/ including completion of On Line Representations and Certifications (ORCA). To ensure integrity of the competitive solicitation procedures, only email communications to the assigned Contract Specialist will be accepted. No further notice will be issued; therefore it is the responsibility of the interested parties to monitor the above-mentioned website for any amendments posted.
