Description
Parts List Overhaul Specification The U.S. Coast Guard Engineering Logistics Center (ELC) anticipates awarding a requirements type contract (base year and four (4), one (1) year option periods) for the inspection, overhaul/repair and testing of Alco Turbocharger model numbers 131, 165 and 720 IAW ELC “Overhaul Specification For Alco Turbochargers Used On 210 and 270 FT WMEC Coast Guard Vessels,” R-251-120, Revision No. H, dated 06/2008 (see attached). The original equipment manufacturer (OEM) is Globe Turbocharger Specialties, Inc., 201 Edison Way, Reno, NV, 89502. The ELC does not possess the data rights to the documentation necessary to perform the required services or to manufacture the required parts (see attached Parts List). Therefore, it is the government’s belief that only Globe Turbocharger Specialties or their authorized service representatives can perform the required services. Authorized service representatives of the OEM that respond to this announcement must fully demonstrate their capabilities to supply required parts and perform the required services by submitting: (1) verification that they are an authorized distributor/dealer/repair facility of the OEM; and (2) verification that they can obtain the required parts from the OEM and perform the required services. Other potential sources desiring to furnish other than OEM parts/repair services are required to submit the following information for evaluation purposes: (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional, and serviceability characteristics); (2) data that the offered parts have been satisfactorily manufactured for the government or the OEM; and (3) documentation certifying that they are capable of performing repair services on Globe turbochargers. Submission of this data for review will not impede the award of this requirement. This is not a solicitation. The government will not be responsible for any costs in the preparation of responses to this announcement. Responses must be concise and be specifically directed to the requirement mentioned above. Concerns that respond to this notice must fully demonstrate their capabilities to meet the requirements.
