- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, on behalf of the Bureau of Economic Analysis, The U.S. Census Bureau intends to contract with NPD Group Inc., on a sole source basis to provide real-time scanner data on sales of consumer electronic goods, reported by product type and industry, sales of all NPD technology category definitions as of January 2008. The data will be at the category level, broken down by channel. The report will provide retail numbers with list of participating retailers, broken down by channel, for the 2008 calendar year. The measures provided in these reports will be both units and dollars. The reports will be delivered in the form of Microsoft Excel files. The report period is for calendar 2008 data. Data is to be delivered within 3-4 weeks of signature approval. The period of performance shall consist of a base year and four option periods. Any response to this notice must show clear and convincing evidence that completion would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet BEA's needs. Detailed capabilities must be submitted to Lisa Safewright at lisa.r.safewright@census.gov, no later than 12:00pm on March 31, 2009. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, a contract will be issued to NPD Group, Inc., without further notice.
