- This is a Sources Sought announcement. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. REQUEST FOR INFORMATION (RFI) for commercial capability in obsolete electronic component re-design and/or digital electronic control and display design in for use in "military grade" Closed Circuit SCUBA and life cycle support of the equipment developed. THIS IS NOT A REQUEST FOR PROPOSALS. SCOPE: The Naval Surface Warfare Center, Panama City Division is seeking information on commercial capability in the redesign or upgrade of obsolete electronic control circuitry for use in "military grade" Closed Circuit SCUBA and life cycle support of the equipment developed. Two approaches are under consideration. The goal for the first approach is reproduction of existing obsolete electronic control circuitry using currently available components and technology. The goal for the second approach is design and development of digital electronic control circuitry including displays for user interface. Specific areas of technical capability and understanding must include, but are not limited to:.Design, development, integration, test, and fabrication of Engineering Development Model (EDM) systems to verify and validate system performance in accordance with relevant specification (i.e. suitability consistent with expeditionary "military grade" systems). o Approach #1 - Reproduction of existing obsolete electronic control circuitry ? Reproduction of Monolithic Microcircuits (base design) ? Reproduction of Hybrid Preamp Circuits (base design) ? Reproduction of Hybrid Driver Circuits (base design) ? Redesign of existing control circuitry using new components and technology (new design) o Approach #2 - Design and develop digital electronic control circuitry, including displays ? Digital electronic control circuitry design ? Breathing gas control methods ? Small, durable display design ? Power consumption reduction methods ? Life support equipment design.Production of technical documentation (i.e. including user level Operation and Maintenance manual);.Production and life cycle support of an extensive inventory (i.e. up to a quantity of 500 systems for a life cycle of 15 years) of subject "military grade" systems;.Familiarity with MIL-DTL-19595, Magnetic Effect Limits for Nonmagnetic Equipment Used in the Proximity of Magnetic Influence Ordnance. This is part of an Analysis of Alternatives study. Descriptive information is sought in the form of white papers, brochures, specification sheets, briefings, and company points of contact. Emphasis should be given to the highlighting of past performance experiences in similar equipment design and life cycle support capacities including points of contact for past customers. Design proposals requiring developmental funding are not of interest at this time; this request for Information/Sources Sought announcement may not directly lead to a request for proposals. RESPONSES: Interested parties may provide electronic or paper submittals to the Government by 4:00 p.m., 17 April 2009. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Interested parties should provide relevant past experience, personnel skills, capabilities and abilities. Supporting literature and documentation that demonstrates depth of knowledge may be included in addition to the 10-page narrative paper. Telephone responses will not be honored.
