Description
A MARKET SURVEY is being conducted to determine if there are adequate Self Proclaimed Small Business or Certified HUBZone, 8(a), or Service Disabled Veteran Owned Business (SDVOB) contractors to set this project aside. Design Build of an Armed Forces Reserve Center (AFRC). Primary facilities include the Armed Forces Reserve training building, Organizational Maintenance Shop (OMS), unheated storage building, organizational vehicle parking, land acquisition, antiterrorism measures and building information systems. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems and electrical systems. Supporting facilities include paving, fencing, general site improvements, and extension of utilities and storm water management. Connections will be provided to the fire detection and alarm system and the building information system. Accessibility for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive building and furnishings related interior design services are required. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Air Conditioning (Estimated 221 Tons). This project will provide land and a 400-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for ten Army Reserve units and four Arkansas Army National Guard units. The maintenance shop will provide work bays and maintenance administrative support. The project will also provide for unit storage and adequate parking space for all military and privately-owned vehicles. Contract duration is 720 days and estimated cost range according to the FAR is $10,000,000- $25,000,000. NAICS is 236220. Size limitation is $33.5M. All interested contractors should notify this office in writing by mail, by 4:00 PM Eastern Time on 09 March 2009. If the company responding is a SBA HUBZone certified or SBA 8(a) certified or SDVOB Responses must include: Identification and verification of the company as either SBA HUBZone certified or SBA 8(a) certified or SDVOB. Every contractor replying must include: (1) Past Experience Provide descriptions of projects completed within the last five (5) years which are similar to this project in size, scope, and dollar value such as, office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed, location of the project, contract amount and size of project, the portion and percentage of work that was self-performed, whether the project was design/build or not, how the project was accomplished, a description of how the experience relates to the proposed project, and performance rating for the work; (2) letter from bonding agency indicating performance and payment bonds approval for the project in the dollar range listed above ($10,000,000 to $25,000,000) NOTE: If qualified SBA HUBZone certified, or SBA 8(a) certified, or SDVOSB contractors do not provide satisfactory responses, this planned contract action will be approved for full and open competition.
