Description
THE FEDERAL HIGHWAY ADMINISTRATION IS ANNOUCING THE AVAILABILITY OF BID DOCUMENTS FOR A CONSTRUCTION PROJECT ON ST. THOMAS ISLAND, UNITED STATES VIRGIN ISLANDS Sealed bids from all business concerns will be accepted for the United States Virgin Islands, University of the Virgin Islands (UVI) Sidewalk Project VI 30(38), located on St. Thomas Island, USVI, Solicitation Number DTFH71-09-B-00003. The project consists of the construction of concrete sidewalk along Julian Jackson drive at the UVI St. Thomas campus. The work includes shoulder reconditioning, installation of signs and handicap access ramps, utility relocations, and other miscellaneous work. The project is expected to fall within the price range of $1,000,000 to $2,000,000. Bid documents should be issued on or about April 2, 2009. Bid due date and location will be specified on the SF 1442, Block 13a of the Solicitation. Copies of the project's Plans and CD-ROM's will be available at the following address: Mr. Wystan Benjamin, Territorial Highway Program Manager, Virgin Islands Department of Public Works, 8244 Sub Base, Charlotte Amalie, St. Thomas, VI 00802-5805. Use Internet addresses http://www.efl.fhwa.dot.gov/contracting/Documents.aspx or https://www.fbo.gov/ (at QUICK SEARCH, type "EFLHD" and all available projects will be listed) to check for availability of bid documents. All bid documents can be directly downloaded from these websites or a copy can be picked up at the Public Works Office on St. Thomas (see above). Register to receive Email Notification to automatically be notified when a document is added or updated for a specific project. If firms do not register as an interested vendor at the Federal Business Opportunities website, there will be no Plan Holders List. Annual Representations and Certifications FAR 52.204-8 (Jan 2006). The Representations and Certifications must be filled-in online at http://orca.bpn.gov/. The required Annual Form Vets-100 must also be filled-in online at https://vets100.vets.dol.gov/ per FAR 52.222-37. Please send all questions concerning construction projects to eflhd.contracts@fhwa.dot.gov. Include the solicitation number, project name and number, requesting firm and address, a point of contact and telephone number. Requests for 'faxing' or overnight mailing will not be accepted. IMPORTANT SUBCONTRACTING PLANS REQUIREMENT For purposes of this Contract, the DBE subcontracting goal is 30 percent (30%) of the total contract amount, as determined by the Virgin Islands Department of Public Works (VIDPW) with the concurrence of the Contracting Officer. This Contract will be awarded only to the low responsive and responsible bidder who meets this goal or who demonstrates good faith efforts to do so. Failure to make a good faith effort is defined as willful or intentional failure to perform in accordance with the requirements of this Contract, or willful or intentional action to frustrate the achievement of the Subcontracting Plan, if applicable. Guidance on what constitutes good faith efforts is described in the VIDPW's approved DBE Program. Copies of the program can be obtained from the VIDPW's DBE Liaison Officer. For copies of the current DBE Directory contact the VIDPW's DBE Liaison Officer. The Contracting Officer, the Contracting Officer Technical Representative, and the VIDPW's DBE Liaison Officer are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. ATTENTION Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs) The Department of Transportation (DOT) offers working capital financing assistance for transportation related contracts. The DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at the prime rate. IMPORTANT PAYMENT REQUIREMENT In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Also FAR clause 52.232-33 requires CCR registration for payment. CCR registration is available online at the following Internet web address: www.ccr.gov.
