Description
The Naval Surface Warfare Center, Carderock Division, (NSWCCD) has the requirement for providing maintenance services to the Navy's Thermo Luminescence Dosimetry (TLD) reader systems (Harshaw Model 8800) and components which are located at various Naval Nuclear Propulsion Program (NNPP) sites. The Bureau of Medicine and Surgery (NAVMED P-5055) requires Navy activities to maintain a dosimetry program for personnel who receive occupational exposure to ionizing radiation. Personnel dosimetry is used to measure an individual's radiation exposure and to aid in minimizing exposure. Personnel dosimetry has medical, epidemiological and legal significance, and must be conscientiously practiced by trained personnel with the appropriate/approved equipment. The Model 8800 Plus TLD Reader and components are Commercial Off-The-Shelf (COTS) products which provide personnel dosimetry for the US Navy. To meet this requirement NSWCCD intends to negotiate a non-competitive procurement w! ith the original equipment manufacturer, ThermoFisher Scientific Corporation, aka Thermo Electron-Radiation Measurements and Protection, aka Thermo Eberline LLC, formerly Harshaw/Bicron NE/ Saint-Gobain Crystals & Detectors (SGCD), located in Santa Fe, NM 87504. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A), this highly specialized service is available only from the original source, ThermoFisher Scientific Corp. and "it is likely that award to any other source would result in (a) substantial duplication of cost to the Government that is not expected to be recovered through competition," and "(b) unacceptable delays in fulfilling the agency's requirements." A five (5) year Indefinite Delivery, Indefinite Quantity contract including four (4)option years is anticipated. This procurement is being conducted following the procedures of FAR 13.5 - Test Program for Certain Commercial Items.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals however all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
