Description

Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with the following vendors on a sole source basis: The University of New Mexico, and The University of Montana. Both Universities are both established partners in the Federal-State Cooperative Program for Population Estimates (FSCPE), and will provide technical expertise in reviewing state census data to assist in the development of the 2010 Census counts of population, housing units, and group quarters. This requirement consists of a base period of date of award through December 31, 2009, and one option period from January 1, 2010 through June 1, 2010. The value of this requirement is estimated at under $50,000 for each of the two prospective awards. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties may submit their capabilities statement to Carol Gentry at email address carol.a.gentry@census.gov, by 3:00 pm on April 1, 2009. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received within 15 days from the publication of this synopsis, a contract may be issued without further notice.
