Description
This is a SOURCES SOUGHT NOTICE to determine the availability of SMALL BUSINESSES (e.g., 8(a), veteran-owned small businesses, service-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses.) The National Institute on Drug Abuse (NIDA) is seeking small businesses with the capability to analyze and characterize various cannabinoids and other drugs of abuse; produce drug dosage forms of cannabinoids and other drugs of abuse, such as delta-9-tetrahydrocannabinol; methadone, morphine, and naltrexone pellets; acquire, develop and produce reduced nicotine cigarettes of varying strengths and specifications; and maintain an inventory and supply of various DEA scheduled and unscheduled chemicals and drugs. The offeror must demonstrate the following capabilities: 1) extensive experience in the field of analytical and pharmaceutical chemistry, preparation of drug dosage forms, analysis and characterization of controlled drugs and drug compounds; 2. develop and manufacture of research cigarettes; 3) demonstrate extensive experience in handling and shipping of DEA controlled drug compounds and drugs within United States and other countries as well as the ability to obtain import and export permits; 4) possess suitable instruments for analytical work such as GC, GC-MS, LC-MS; 5) have a facility and equipment to house a safe and secure DEA approved storage vault for storing approximately 100 to 200 drug compounds & their various drug dosage forms, 200,000 to 1,000,000 research cigarettes under controlled temperature; 6) have a secure video monitored quality control shipping facility while having an expertise in controlled and hazardous materials handling and shipping. Information sent should be relevant and specific in the technical area identified under consideration, on each of the following qualifications: (1) Experience: An outline of previous similar projects; (2) Personnel: Name, professional qualifications and specific experience of scientists and/or technical personnel who may be assigned as project director and other key positions; (3) Facilities: Availability and description of facilities and equipment required to conduct this type of work; (4) Licenses: possession of or ability to obtain a current Schedule I and II manufacturer license, Schedule I and II researcher & analyst license, Schedule I and II distributor license, and a Schedule I and II exporter and importer license; (5) DEA Approved Vault. Any other specific and relevant information about this particular area of procurement that would improve our consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above work. Organizations should demonstrate capability to administer and coordinate interrelated tasks in an effective and timely manner. Documentation may include, but not be limited to, contracts both Government and commercial the organization performed, references, i.e., names, titles, telephone numbers and any other information serving to document the organizations capability, e.g., awards, commendations, etc. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government’s use. Any proprietary information should be so marked. Interested organizations presenting a capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, and 6) capability information in response to the requirement; and 7) type of small business your organization classifies itself as. Please submit written capability statements by April 17, 2009 to the NIDA Contracting Officer.
