Description
The U.S. Coast Guard intends to issue a Commercial Request for Quote (RFQ) for Dry Dock repairs to the USCGC SENECA (WMEC-906), A 270 foot “B” class medium endurance cutter. The homeport of the vessel is Boston, Mass. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Request for Quote (RFQ), on or about March 24, 2009. The RFQ will be issued via the Federal Business Opportunity (FEDBIZOPS) web page at www.fbo.gov. Hard copies of the specification and solicitation will not be issued. It is incumbent upon contractors to monitor the FEDBIZOPS web page for RFQ release and all subsequent amendments. FEDBIZOPS also contains an option automatic notification service. THE ACQUISITION WILL BE SOLICITED AS A SET-ASIDE FOR SMALL BUSINESS CONCERNS. The performance period is fifty-nine (59) calendar days and is expected to begin on or about 11 MAY 2009 and end on or about 08 JULY 2009. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC SENECA (WMEC-906) This work will include, but is not limited to: 1 Remove, Inspect, and Reinstall Propeller Shafts 2 Remove, Inspect, and Reinstall Intermediate Shafts 3 Renew Shaft Covering 4 Renew Water-Lubricated Shaft Bearings 5 Overhaul Stern Tube Seal Assemblies 6 Renew Propeller Shaft Sleeve(s) 7 Remove and Reinstall Controllable Pitch Propeller Hubs 8 Service Both Onboard Controllable Pitch Propeller Systems 9 Clean and Inspect Heat Exchangers 10 Clean and Inspect Exhaust Stacks 11 Overhaul Motor Generator Sets 12 Clean Diesel Generators In-Place USCGC SENECA 13 Renew Depth Indicating Transducers 14 Renew Speed Doppler 15 Clean Shipboard Ventilation Systems 16 Overhaul Sea Valves 17 Inspect Simplex and Renew Duplex Sea Strainers 18 Perform Strain Gage Alignment Inspections 19 Inspect and Test Air Receivers 20 Inspect and Test Air System Valves 21 Clean, Inspect and Test Hot Water Accumulator Tank and Hydro-Pneumatic Tank 22 Overhaul Steering Systems 23 Service Rudder Assemblies24 Service Fin Stabilizer Systems 25 Inspect and Repair Port and Starboard Fin Stabilizer Systems 26 Renew Fin Stabilizer Shaft Sleeve 27 Perform Commissary Hoist Maintenance 28 Provide Small Boat Storage 29 Perform Inspection and Maintenance of TALON Helicopter Landing Grid 30 Preserve Ballast Tanks and Voids - 100% 31 Preserve Underwater Body – “100%” 32 Preserve Underwater Body - "Partial" 33 Preserve Stern Tubes 34 Preserve Freeboard - 100% 35 Preserve Freeboard Surfaces - Partial (In Drydock) 36 Renew Cathodic Protection System USCGC SENECA 37 Routine Drydocking Provide Temporary Logistics 39 Perform Anchor, Anchor Chain, And Ground Tackle Maintenance 40 Upgrade the Welin Lambie TW PIV 5.0B Davit Arrangement 41 Modify Oily Water Separator Discharge Piping System 42 Remove Ballast Piping Remnants in Waste Oil Tank 4-169-1-F 17743 Install Bearing Vent Line 44 Overhaul Bilge Valves 45 Overhaul Eductors All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. All reference documents are available for viewing at 300 East Main Street, Suite 600, Norfolk, VA 23510-9102Drawings are now available on CD-ROM. The CD-ROM sets are available for all cutters and will be free of charge to contractors upon request [ten days from solicitation issuance]. MLCA must have ten (10) days advance notice to complete a CD-ROM set of drawings. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. For information concerning this acquisition contact, the Contracting Official listed above.
