Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-29 (amendment 1), effective January 19, 2009. NAICS 531210 small business size standard is $2,000,000.00. This acquisition is set-aside 100% for LOCAL Small Business concerns. Place of delivery and performance is To Be Determined (TBD). Description of requirement: The Puerto Rico National Guard requires furnished apartments in Municipality areas of Bayamon, Guaynabo and San Juan within less than 10 miles from Fort Buchanan Military Installation, Puerto Rico. Performance Requirement: Contractor will provide fully furnished apartments with utilities (electric, water/sewage, basic cable television). The apartments will be utilized by full time support staff working in Fort Buchanan Military Installation, Puerto Rico. The performance period will be one year from on or about May 1, 2009 through April 30, 2010, with up to three option years subject to availability of funds. Performance Standards: Apartments will be available for occupancy by the beginning of the performance period; resident complaints concerning utilities, property condition, furnishings, etc. Federal Acquisition Regulation (FAR) provision at 52.212-1, Instruction to Offerors---Commercial, applies to this acquisition. Award will be made based on the offer of lowest evaluated price that is technically acceptable to the government using evaluation procedures found in FAR part 13, Simplified Acquisition Procedures (SAP) under FAR Subpart 13.5Test Program for Certain Commercial Items. The government will evaluate price inclusive of all options. Provision for Evaluation: In accordance with FAR Subpart 13.106-1, the Government will consider the following for award: 1) price (inclusive of options); 2) Furnishings and utilities package meeting or exceeding the minimum standards; 3) Apartment Condition, location and Security (see attachment to this synopsis/solicitation). The Government intends to evaluate quotes and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial quote should contain the offerors best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your offer. Offerors may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. Buchanan, PR; Base Year Requirement (1-May-2009 to 30-April-2010) will be only 6 EA (Six) Apartments. Maximum total of apartments during any given year will be 15 EA Minimum of total apartment during any given year will be 2 EA Due to Market Conditions in the Fort Buchanan Area, we will also accept three-bedroom, two bathrooms Furnished Apartment.Last, for the benefit of the Government to meet rental of all the apartments, the government will be accepting any combination of apartments, for a total of 15 EA. The Government reserves the right to adjust the number of apartments up or down throughout the performance period as circumstances warrant. As per previous market research, the government will reserve the right to accept 3 bedroom apartments only when 1 and 2 bedroom apartments could not be provided and the price is fair and reasonable to compared to market conditions. The contractor is permitted to require the apartment tenants to have a personal credit card to cover incidental charges, such as damages. The Government Representative will determined if properties meet the needs based on proximity to duty station, security considerations, condition of apartments/property, and amenities. Apartments shall be located: --Within 10 miles, Bayamon, PR from Fort Buchanan Military Installation, Puerto Rico --Within 10 miles, Guaynabo, PR from Fort Buchanan Military Installation, Puerto Rico -- Within 10 miles, San Juan, PR from Fort Buchanan Military Installation, Puerto Rico Alternate locations will only be considered if sufficient apartments are not available at the approved locations. Offerors will submit information on alternate locations to the point of contact listed for this synopsis/solicitation prior to closing. The government shall amend the synopsis/solicitation to add the information of any approved alternate locations. Notice: Contractor performance shall be evaluated in accordance with policy at FAR 42.1502. Submittal requirements: Offerors shall submit quotations including information required by the applicable provisions which outline the following: 1. prices for CLINs (base year and option years), broken down into monthly charges per apartment, as well as a statement addressing early termination charges and additions. This statement of addition prices should address what prices will be if apartments are added during the period of performance with the same end date of performance. For instance, if an apartment is added with eleven, ten, nine, eight, seven, six, five, four, three, two or one months remaining in the performance period, include a statement of the price for that apartment for that period of time; 2. Proposed property information ((location, condition, crime rate of area) acceptability is subject to the determination of the Contracting Officer. (Note-offerors may propose multiple properties) 3. Furnishings and utilities package (furniture, kitchenware, cable tv, etc.; 4. Reasonably available past performance information that is recent and relevant (see 52.212-1). This information shall only be used to make a determination of technical acceptability and contractor responsibility; 5. Proposals must also include completed representations and certifications in the provisions 52.212-3 Alt. I and 252.212-7000, except that 252.212-7000 need not be filled out if the offeror has completed the pertinent representations and certifications in Online Representation and Certifications Application (ORCA) at www.bpn.gov within the past 12 months. Additional Information for Offerors: The Puerto Rico National Guard currently contracts for these services. Offers are due 13 April 2009, 2:00 PM EST. Oral quotations will not be accepted.
