- Minimum Physical, Functional, Performance Parameters This acquisition is issued as a 100% service-disable, veteran-owned small business set aside under FAR Subpart 19.14. If you are NOT a service-disabled, veteran-owned small business entity, then you are not eligible to participate in this acquisition. The Government may request the apparent successful offeror submit objective third party documentation to substantiate its claim as a service-disable veteran-owned small business entity. This acquisition is solicited as a brand-name OR EQUAL requirement (See FAR Subpart 11.1). This acquisition is as an open market transaction using FAR Parts 12 and 13. Therefore, any quotation based upon a multiple-award schedule, government wide acquisition contract (GWAC) or a GSA/FSS schedule contract will be deemed non-responsive and ineligible for award. Furthermore, any quotation received that is based upon Blanket Purchase Agreement (BPA) will also be deemed non-responsive and ineligible for award. Only new equipment is solicited. Reconditioned or remanufactured equipment is technically unacceptable. Offers based on reconditioned or remanufactured equipment will be not be considered for award. When submitting your quote, clearly identify if you are quoting either the brand-name item or the OR EQUAL item. Quotations containing any ambiguity will be considered non-responsive and ineligible for award. The Defense Logistics Agency, Contracting Services Office-Battle Creek has a requirement for four (4) each SONY Model FWD-32LX2F/B and S, 32 inch LCD flat panel monitors, or an “or equal” item of supply. The Government’s minimum physical, functional or performance characteristics for the “or equal” item are shown on the attached EXCEL spreadsheet. If you quote an “or equal” item, then the “or equal” item must meet ALL of the Governments stated minimum physical, functional or performance characteristics. Inspection, acceptance and F.O.B points are at Destination, Battle Creek, Michigan. Required delivery date is 30 days after receipt of a signed order. Forward a copy of your standard commercial warranty concurrently with your quotation. Submit questions regarding this acquisition in writing. All questions must be submitted via facsimile. Questions not received via facsimile transmission will not be answered. All questions must be received no later than 11 a.m. Eastern Time, Friday, March 20, 2009. All timely questions and their corresponding answers will be posted to this FEDBIZOPS announcement. Offerors are responsible for monitoring this announcement for any amendments that might be issued. Receipt of your quotation package is due no later than 11 a.m. Eastern Time, Tuesday, March 24, 2009. Quotes may be sent via e-mail, facsimile transmission, or via surface mail. Send e-mail quotes to David.Straughn@dla.mil. Send facsimile transmissions to 269-961-4226, ATTN: DCSO-B/David Straughn. Quotes sent via surface mail shall be sent to the address identified in the FEDBIZOPS announcement as the place of performance, ATTN: DCSO-B. Interested parties are responsible for monitoring FEDBIZOPS for posting of the award announcement. No telephone calls accepted at any time, either pre-award or post-award.
