- Description
- The National Institute of Standards and Technology (NIST)/Acquisition Management Division (AMD), intends to negotiate on a sole source basis, on behalf of the NIST/Metallurgy Division, with Honeywell International, Inc., of Phoenix, AZ, for a laser based caliper sensor for NIST’s existing Pilot Paper Machine, Model DaVinci QCS. The laser based caliper sensor will be mounted to the DaVinci scanning sensor head assembly along with the existing moisture and basis weight sensors currently installed. The original purchase order was awarded to Honeywell International, Inc. in September of 2008, for the Pilot Paper Machine, Model DaVinci QCS. Award was made on a competitive basis. The caliper sensor is add-on equipment to the original system purchased. The equipment being purchased is based on technology that is proprietary to the manufacturer. No other vendor can provide components which are compatible with NIST’s existing instrument. Honeywell International, Inc. does not have distributors,therefore no other source can provide the required equipment. No other vendor has rights to Honeywell’s proprietary hardware and software. No other service technicians have the training and tools necessary to perform the installation on the DaVinci system. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by March 31, 2009, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
