Description
Since 2004, the Federal Aviation Administration (FAA) has had a licensing agreement with Actuate Views for an unlimited number of users. The FAA also procures maintenance, technical support and training from Actuate. Views users are located primarily at FAA Headquarters in Washington DC, and Oklahoma City, with lower numbers of users at field locations. The FAA intends to award a single source contract to Actuate for a one-year base period with three one-year option periods. The period of performance will be August 25, 2009 through August 24, 2013. The FAA uses Views to track progress on the FAA Flight Plan in support of the Administrator and Management Board. This software provides enterprise-wide strategic target and initiative tracking with alignment between FAA organizations and the FAA Flight Plan. It encompasses monthly reports to measure and manage performance, including executive scorecards with traffic light visibility, strategy mapping, personalized homepages, and custom reporting as needed. Actuate also provides: 1) Telephone and email support for the software during business hours (8-5PM EST), Monday through Friday (holidays excluded), 2) all new releases, corrections, enhancements and updates to the software and 3) training in the use and administration of the Views software as an additional cost per class session. Purpose of the Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, industry is hereby informed of the FAA's decision to contract with a selected source via single source procedures. The purpose of this Market Survey is to solicit statements of interest and capabilities from other vendors that can provide this service. Interested parties should provide the following: a. Capabilities Statement (Limited to ten (10) pages) - A capabilities statement that describes your company's ability to provide the software, perform initial user and system administrator training, and to provide maintenance and technical support (See attached SOW). b. Prior Experience: This section should include relevant current or previous experience that includes not more than three contracts for the same or similar services completed within the last five years or still ongoing. c. Cost Estimate: This estimate should include a one-year base period with four one-year option periods. The period of performance will be August 25, 2009 through August 24, 2013. Also submit your class size and per day training costs for general user and system administrator training as this will be in addition to the procurement cost. d. Completed Business Declaration Form: Vendors should complete and submit the attached Business Declaration Form and a copy of their SBA 8(a) certification letter, if applicable. Questions are due no later than 11:00 a.m. EST Tuesday March 31, 2009. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. Updates to this announcement will be published on the FAA Contract Opportunities website (http://faaco.faa.gov/) under the Current Announcements for FAA Headquarters. It is the vendor's responsibility to monitor this website for updates to this procurement.
