Description
NASA/GRC plans to issue a Request for Proposal (RFP) for Power Distribution Units(PDUs) and associated software for use in a Data Acquisition System (DAS) for theDevelopment Flight Instrumentation System (DFIS) that is planned to fly on the UpperStage of NASAs Ares I Crew Launch Vehicle. The contractor selected for the task will beresponsible to design, develop and test the PDU from concept through Flight HardwareAcceptance per a Component End Item Specification. There are 3 phases of thiseffort-1)furnish information for a preliminary design with electrical schematics, partslist and cost estimates, 2- perform the development phase including design, build, testand delivery of first and EDU and then the Qualification Unit, and 3--enter theproduction phase with delivery of flight units. This phase will be an IDIQ with aminimum and maximum quanity of units specified and delivery orders issued as the needarises for flight units. Currently the budget allows the first phase to begin in the lastquarter of FY 2009.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26. This procurement is not set aside.The NAICS Code and Size Standard are 541712 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.The anticipated release date of the RFP is on or about April 1, 2009 with an anticipatedoffer due date of on or about May 1, 2009.An ombudsman has been appointed -- See NASA Specific Note "B".The solicitation and any documents related to this procurement will be available over theInternet. These documents will reside on a World Wide Web (WWW) server, which may beaccessed using a WWW browser application. The Internet site, or URL, for the NASA/GRCBusiness Opportunities home page ishttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=D&pin=22 It is the offeror's responsibility to monitor the Internet site for the release of thesolicitation and amendments (if any). Potential offerors will be responsible fordownloading their own copy of the solicitation and amendments (if any). All contractual technical questions must be submitted in writing (e-mail or fax). Telephone questions will not be accepted.
