- Statement of Work 1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Food and Drug Administration intends to award a competitive purchase order to a small business for Consulting Services 2.Solicitation # 1054936 is issued as a request for quotation. 3.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-30. 4.This requirement is a small business set-aside under NAICS 541690 “Other Scientific and Technical Consulting Services” ($7.0 million size standard) 5.Consulting Services 6.See attached Statement of Work 7.Period of Performance – Date of Award through September 30, 2009 8.FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. 9.FAR 52.212-2, Evaluation – Commercial Items, applies to this acquisition. Evaluators will look at the contractor’s knowledge of federal bureaucratic requirements. Knowledge of FDA Retail Food program documents such as, but not limited to, the FDA Food Code, the voluntary National Retail Food Regulatory Program Standards. Knowledge and understanding of federal program funding mechanisms for member agencies of the Federal Food Safety Coalition. 10.Offerors should include a copy of the provision FAR 52.212-3, Offeror Representations and Certifications – Commercial Items with their quote. 11.FAR 52.212-4, Contract Terms and conditions – Commercial Items applies to this acquisition. 12.FAR 52.212-5, Contract Terms and conditions Required to Implement Statues or Executive Orders – Commercial Items applies to this acquisition.
