- The National Cancer Institute (NCI) plans to enter into a sole source procurement for Custom Image data Acquisition and Reconstruction Algorithms for Electron Paramagnetic Resonance Imaging (EPRI) from GenEpria Consulting, Inc; 6011 University Blvd, Suite 120; Ellicott City, MD 21048. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 541690 and the business size standard $7.0 Million. The Biophysical Spectroscopy Section of the Radiation Biology Branch (RBB) is involved in developing low field magnetic resonance imaging instrumentation, imaging approaches and image reconstruction strategies to incorporate molecular/biochemical/physiological imaging to characterize tumors in experimental animals and to use such methods to understand mechanisms of drug action and also early prognostic data. The contractor shall provide: 1. Interactive support in developing computational algorithms for image data acquisition, image reconstruction, and resolution recovery tools. 2. Co-registration of EPRI images, MRI images with images obtained from hyperpolarized MRI using13C labeled tracers. 3. Image data analysis and statistical support The person working on this project must have a Ph. D in physics/chemistry with at least 10 years experience developing algorithms in image data acquisition and reconstruction as evidenced by publications EPRI is an emerging field. There are no available software packages for image reconstruction or even algorithms for image data acquisition from commercial sources, small or large. The EPRI scanner at RBB, NCI is the first of its kind and the acquisition and image reconstruction software written in house is not optimized for in vivo imaging research. The quality of the images obtained using these algorithms have to be determined by previously known standards published by the research group of RBB/NCI (Journal of Clinical Investigation Vol. 118, pages 1965-1973, 2008) which is available in open domain literature. GenEPRIA Consulting is the only source for obtaining algorithms for image data acquisition and Image reconstruction of EPRI data. GenEpria Consulting and Dr. Gadisetti have more than 30 years of experience as a MR spectroscopist and also have more than 15 years of experience in developing algorithms for spectroscopic imaging using EPRI. Since EPRI is practiced in very few laboratories, this expertise is not available commercially. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on April 1, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
