- The National Cancer Institute (NCI), plans to enter into a sole source procurement for Breast Cancer Surveillance Consortium (BSCS) Medicare Training and Technical Support with the University of Minnesota; 420 Delaware St. SE; Minneapolis, MN 55455-0381. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13. The North American Industry Classification System Code is 611310 and the business size standard is $7.0 million. Contractor shall provide training and technical support to researchers on the use of the BCSC-Medicare data for cancer-related research. In 2008, NCI and Center for Medicare & Medicaid Services (CMS) established a link from the Breast Cancer Surveillance data on breast cancer screening to Medicare claims data. This new linkage provides a unique database with the ability to address gaps in the current scientific evidence base, and provides a unique opportunity for these and other methodological studies. However, the complexity of the claims data is such that researchers interested in using this data must obtain training prior to completing analyses. The new linked data set involves complexities in both the breast cancer screening and Medicare data. Researchers require a preliminary understanding of these complexities in order to facilitate the development of the research analyses. The contractor shall provide a 1 day training session and a 2 hour webinar on use of the BCSC-Medicare data for cancer-related research. Training will include: - Introduction to Using Medicare Data for Research Purposes - Using Medicare linked data to measure - Surgery - Radiation Therapy - Chemotherapy - Screening and Comorbidity - Recurrence and Outcomes The contractor shall provide technical guidance to the BCSC regarding Medicare claims data by: · Discussing and learning about the BCSC data · Providing technical guidance to Principal Investigators as they work in scientific projects with the newly linked BCSC-Medicare data. · Participating as a co-author in scientific manuscripts provided the appropriate scientific role has been played by the contractor according to standard authorship guidelines · Shall provide two progress reports. The contractor must have the following experience: <ins datetime="2009-03-12T15:17" cite="mailto:dowlinge"></ins> · Must have a minimum of 5 years experience in the use of Medicare data for cancer-related health services research · Must have publications based on claims data analysis · Must have l year experience in working with the Research Data Assistance Center supported by the Centers for Medicare & Medicaid Services. The University of Minnesota is the only known contractor with experience with for the Center for Medicaid and Medicare Services and capable of providing guidance to academic, government, and non-profit researchers interested in using Medicare and/or Medicaid claims for research purposes. The mission of the University of Minnesota ResDAC (Research Data Assistance Center) is to provide education and training opportunities through data workshops and outreach to help researchers understand the structure and application of claims data to health research. This is not a solicitation for competitive quotations. However, if any interested party believes it can perform the requirement as detailed they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient details to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the contracting office on or before 11:00 am ET, on April 1, 2009. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
