Description
This is an amendment to Solicitation # W911RZ-09-T-0108/Advanced Drivers Training. This amendment extends the closing date of the solicitation. Solicitation # W911RZ-09-T-0108 closes on Friday, 20 March 2009 at 4:00pm Mountain Time. There have been several questions posed about the original solicitation. This amendment provides the questions and the answers. Question # 1 amends the Performance Work Statement. 1. The training which the end-user terms loose surface road driving in SUVs is quite risky. What risk factor is the end user prepared to accept? Is the end user prepared to pay for vehicles which are a total-loss as the result of roll-over? Answer: No, take this portion of the training out. 2. Can you please clarify the PARTICIPANT COUNT for the April 6-7-8-9-10, 2009 dates? The RFP says minimum 70 students and maximum 82 students. Does the end user expect all 70-82 students to receive a 5 day training program on those dates--or--might the end user send groups of 20-25 students serially for 5 day training intervals? Answer: There will be no more than 60 students, but they will all need to be trained between 6 to 10 April 2009. 3. What stipulations does the end user have for the instructor to student ratio? Answer: The instructor to student ratio will be no more than 1:4. 4. Is the 6-10 April 09 the only time that training may be conducted? Answer: Yes 5. Is California a suitable location? Answer: Yes 6. Can the parts of the training be subcontracted? Answer: Yes, but in accordance with FAR 52.219-14(b)(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. 7. Would it be possible to split the group into two groups of 36 to 40 students and do the work over two weeks? Answer: No 8. Training at Contractors facility. Is this required in a specific geographic location? Answer: No 9. Period of performance states 06-10-April 2009, so is this a one-time process? Answer: This is a one time training 10. Are there time restrictions on the courses mentioned. In other words, what time frame do we have to work with for each course, and are they to run consecutively or as stand alone courses at separate times? Answer: All topics and training specified in the Performance Work Statement shall be completed during 6 to 10 April 2009. 11. For advanced driver training in section #2, can we utilize vehicles specific to skid control and recovery such as skidcar and virtual training in simulation to suffice for training? Answer: Yes
