Description

The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a contractor to furnish all labor, equipment, appliances, devices and materials, and perform all operations necessary to accomplish roof maintenance, repair, replacement and minor construction work at AFRL RRS, its sites at Newport NY and Stockbridge NY, and the Defense Finance and Accounting Service Rome NY (DFAS). Total combined area for all roofing types is approximately 900,000 square feet. Delivery orders issued against the IDIQ contract will consist primarily of (1) roofing demolition, (2) waterproofing and sealing, (3) carpentry including decking, joists, rafters, beams, sheathing, blocking, bracing, (4) roof insulation, including polyisocyanurate board hot applied and mechanically fastened, as well as various types of tapered insulation, (5) roofing systems using Built-Up Asphalt Roofing, SBS Modified Bituminous Membrane Roofing, Ethylene Propylene Diene Monomer Roofing (EPDM), and Thermoplastic Polyolefin Roofing (TPO), (6) surfacing and restoration, (7) flashing and sheet metal, (8) roof drains and piping, (9) leak investigation and repair, and (10) roof snow removal. The first delivery order issued against the IDIQ contract will be funded with Recovery Act funds. The NAICS code is 238160 with an associated size standard of $14,000,000 average annual revenue. The procurement will be unrestricted with regard to business size standard. The Request For Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-09-R-0005 on or about WED 01 APR 09. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off as identified in FAR Part 15. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment. AFRL will post the list as an attachment to the RFP in order to facilitate subcontracting and teaming opportunities. NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil). All responsible sources may submit a proposal which shall be considered by the agency.
